Treinta años después de que la región se embarcara en una liberalización a gran escala, cabía esperar que la política comercial pasara a ser prácticamente irrelevante. En cambio, un desajuste entre las expectativas y lo que se podría lograr de manera realista sentaron las bases para gran parte de la decepción, el escepticismo y la fatiga con respecto a la política comercial en la región, en particular a principios de la década de 2000. Al poner el listón excesivamente alto, los gobiernos y los analistas convirtieron las políticas comerciales en un blanco fácil para los intereses especiales que se vieron perjudicados por la liberalización y para aquellos que se oponen ideológicamente al libre comercio. Las víctimas más inmediatas fueron los aumentos más tangibles del crecimiento y el bienestar, cuya importancia se perdió en medio del ruido de visiones grandiosas.

While the pandemic lasts, Latin America and the Caribbean (LAC) will go through a tunnel full of uncertainty. It is not known especially how long it is: how long until therapies or a vaccine emerge, or until best practices are known to control the pandemic to live with a virus of unknown lethality. This note describes policy options on how countries can expand their possibilities to meet the economic challenges of the crisis, with an emphasis on growth and equity. These options are based on the assumption that the fiscal situation of the region and its access to sovereign credit markets are much more restricted than in previous crises, which forces to think about policy reforms beyond fiscal ones to accelerate the Economic recovery. The options are ambitious, but the ambition meets the need. This document is part of a series of 3 IDB monographs on public policies in the context of COVID-19. La pospandemia y los efectos de la pandemia aún presentes han motivado múltiples discusiones, dejando en claro que no se quiere volver a una normalidad cuyos problemas estructurales no han sido solucionados por la economía de mercado a lo largo de varias décadas, sino que, por el contrario, se han agudizado y visibilizado con la propagación de la covid-19. Con el propósito de superar las numerosas consecuencias en sus diversas dimensiones, se impulsan cambios en el modelo económico vigente, de tal modo que permita rebasar sus fallos y reorientar el papel del Estado hacia uno más activo en lo económico, social y ambiental, en donde se otorgue un papel preponderante a las necesidades colectivas, al desarrollo sostenible y a todo lo relacionado con los objetivos de desarrollo sostenible (ods). El nuevo escenario de pospandemia plantea la necesidad de promover los lazos de solidaridad, cooperación y democracia a través de los diferentes enfoques de la economía social y solidaria (ess) y de sus organizaciones y empresas. Al poseer una gobernanza inclusiva, democrática, participativa, solidaria y sostenible, estas pueden contribuir multidimensionalmente a cerrar las brechas de la desigualdad y la exclusión económica, social, cultural, ambiental y política. Esto es posible en la medida en que se diseñen e implementen políticas públicas, junto a medidas de recuperación económica que incluyan los diversos enfoques de la ess. En este tomo, investigadores de la Universidad Cooperativa de Colombia y de otras universidades analizan los desafíos del contexto de pospandemia y realizan algunas propuestas.

Globalization - the growing integration of economies and societies around the world, is a complex process. The focus of this research is the impact of economic integration on developing countries and especially the poor people living in these countries. Whether economic integration supports poverty reduction and how it can do so more effectively are key questions asked. The research yields 3 main findings with bearings on current policy debates about globalization. Firstly, poor countries with some 3 billion people have broken into the global market for manufactures and services, and this successful integration has generally supported poverty reduction. Secondly, inclusion both across countries and within them is important as a number of countries (pop. 2 billion) are failing as states, trading less and less, and becoming marginal to the world economy. Thirdly, standardization or homogenization is a concern - will economic integration lead to cultural or institutional homogenization?

This book critically examines the new issues and new politics regarding migration in the era of globalisation from a majority world perspective.
