Met het begrip ‘legitimiteit van de politie’ wordt de mate van vertrouwen die burgers in de politie hebben en het gezag dat zij aan deze organisatie toekennen, uitgedrukt. Het begrip kent feitelijke elementen (zowel vertrouwen hebben in, accepteren van, als betrouwbaar beoordelen) en normatieve elementen (vinden dat de politie functioneert zoals het hoort en gerechtvaardigd optreedt). Een politie die een grote mate van legitimiteit kent, wordt beter gehoorzaamd en hoeft minder gewelds- en machtsmiddelen in te zetten omdat ze kan volstaan met overtuigen. Er is de politie dan ook veel aan gelegen te zorgen dat ze legitiem functioneert. In dit themanummer gaan we in op de legitimiteit van politie in het algemeen: hoe is het gesteld met de legitimiteit van de politie in België en Nederland? Hoe is de legitimiteitstoekenning gespreid over delen van de bevolking? Verder gaan we in op bepaalde vormen van optreden door de politie (bv. procedureel rechtvaardig optreden) en factoren die een impact kunnen hebben op de legitimiteitstoekenning door de burger (bv. maatschappelijke ontwikkelingen, corruptie/schandalen, selectiviteit, gebruik van geweld). Vital Democracy outlines a theory of democracy in action, based on four elementary forms of democracy - pendulum, consensus, voter and participatory democracy - that are thoroughly analysed, compared and related to both the literature and the real world of democracy. Just like a few primary colours produce an array of shades, a few basic models of democracy appear, the author argues, to constitute a wide range of democratic variants in real life. Focusing on tried and tested democratic institutions, Frank Hendriks shows that the four models of democracy - with their divergent patterns of leadership, citizenship and governance, their inherent strengths and weaknesses - are never purely instantiated. He argues that wherever democracy is practiced with some level of success, it is always as hybrid democracy, thereby challenging those democratic reformers and theorists that have inspired the quest for democratic purity. Vital Democracy builds on Arend Lijphart's well-known work which distinguishes between majoritarian and consensual democratic countries but also goes well beyond it, urging attention to non-national, non-formal, and non-representative expressions of democracy as well.

Nowadays, homelessness is predominantly a local responsibility. The policy challenges that local authorities face in dealing with this issue are complex or, according to some commentators, can even be described as "wicked." Until recently, local authorities have had limited success in addressing homelessness for reasons including a lack of information and fragmentation of services, to name just a couple. In a new attempt to face up to these challenges, several northern European metropolises have published similar strategic approaches to ending homelessness. By studying their policy, structure, and management style, this volume focuses on the impacts and outcomes of these new governance arrangements on the quality of service provision. By comparing and evaluating the different approaches in governance, the book provides deeper insight into exactly which elements of administrative and political approaches, or which governance arrangements, are most effective in this respect, and how social results can be improved in general. In this way, the study makes an important contribution to the academic debate on the optimum organization of governance arrangements. The book also provides a critical perspective on current decentralizing trends and contains a plea for a corporate, instrumental approach towards governance arrangements on homelessness.
