The beginning of the millennium has been influenced by a visible acceleration of the globalisation process. A complex and dynamic phenomenon, it has generated a series of consequences at the political, strategic and military levels, as well as the cultural level. The increase of interdependence between actors on the international stage, modern technologies, means of communication, cross-border relations, and the constant flux of goods, capital, services and people entail major changes for the tools used by states in international relations. In this context, states are obligated to identify solutions to overcome risks and threats posed to peace and security, as current regional conflicts can easily become international. In order to streamline communication and interstate cooperation, beyond the classic appeal to tolerance, there has been, in recent years, an exponential increase of the use of culture and, by extension, cultural diplomacy. Thus, cultural cooperation represents a vital part of the current process of transformation and transition. Adopting an interdisciplinary character, this volume investigates some of the aspects that emphasise the essential role of culture, as a promoter and supporter of peace and security, as an agent of regional and national development, as well as its contributions to attracting and retaining human and financial capital, regional branding, and improving quality of life, among others. The volume will particularly appeal to professors and students of political science, international relations, history, economy, law, and sociology, as well as intellectuals interested in the catalysing role of culture in all areas of activity.

Broadening The Debate On Eu Africa Relations written by Frank Mattheis and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-06-29 with Social Science categories.

Broadening the Debate on EU–Africa Relations is designed to expand the scope of our understanding of the multi-layered relationship between the European Union and African political actors in order to shape both the academic and policy level discourse. The focus on chapters highlighting an African perspective offers an opportunity to redress an imbalance in scholarship, and also represents an effort to reinvigorate the EU-Africa discourse. The contributors scrutinise hitherto underexplored areas, from agricultural cooperation to sanctions to scientific collaboration, as new insights linger in the less visible margins of the relationship. Jointly, they push in the same direction, to broaden the debate on how subjects are approached in a field of study that has one-sidedly focus on the intended actions of the EU. To that end, three dimensions represent the common thread of the book: how to recalibrate African and European perspectives, how to proceed on an assumption of mutual influence rather than unidirectionality, and how to highlight the intertwined nature of the different drivers of the relationship. Recalibrating African and European perspectives by focusing on elements of reciprocity within the broad array of interregional interactions, Broadening the Debate on EU–Africa Relations will be of great interest to scholars of African Studies, African IR, and the EU. The chapters were originally published as a special issue of the South African Journal of International Affairs.

The Actors In Europe S Foreign Policy written by Christopher Hill and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-01-11 with Political Science categories.

Five years ago observers might have doubted that national foreign policies would continue to be of importance: it seemed inevitable that collective European positions were becoming ever more common and effective. Now the pendulum has swung back with a vengeance. The divided European responses to the prospect of war with Iraq in 1990-91, and to the war in the Balkans have made what happens in the national capitals seem divisive. The Actors in Europe's Foreign Policy is a timely survey of the interplay between the European Union's Common Foreign and Security Policy and the long-established national foreign policies of the Union's Member-States. The book contains a chapter on each country in the Union as well as a chapter on the United States in its role as the `thirteenth seat at the table'. There is also a chapter on the European Commission, whose role in the external relations of the Community steadily grew during the 1980's. This book will be invaluable for students and scholars of the European Union and of international politics. It will also be of great interest to practitioners in all countries concerned with Europe's role in international affairs.

In 1969 Greece withdrew from the Council of Europe (CoE), following pressure exercised by various European countries, organisations, social movements and individuals in response to the brutal conduct of the military junta that had taken power by force on 21 April 1967. This volume brings together an international cast of noted historians, oral historians, political scientists, and legal scholars to investigate the perceptions, policies and roles of the key actors involved. These figures range from international organizations, states, and social movements to NGOs and individuals, critically demonstrating the extent of the legacy and long-term impact of the 'Greek Case' on international human rights. The 1969 'Greek Case' in the Council of Europe reveals how the pressure applied by the Council of Europe proved to be crucial for the international condemnation of the Colonels' regime, setting a precedent in international human rights cases for the significance of the collection of evidence on the use of torture.

In this book, Chiara Nasti analyses the distribution of metaphor scenarios and patterns in the public discourse on the European Lisbon Treaty. Her study on a specialized corpus reveals differences and/or similarities in the argumentation and attitudes of the main UK broadsheet and tabloid newspapers. She summarizes the main theories and identification procedures for metaphor investigation, commenting on some developments in the field of metaphor studies. Following Charteris-Black’s Critical Metaphor Analysis, she starts from the premise that metaphors need to be explored in the context where they occur. Her analysis in fact reveals that context investigation is useful to better understand the complexity of metaphors – their pragmatic and cognitive function – and their role in the political debate. Moreover, the analysis reveals as well that metaphors are useful tools for identifying stereotyped roles of the participants in the ratification process; and they are also functional, used to explore both political and journalistic attitudes towards the debate on the Lisbon Treaty. Her book addresses readers from various academic backgrounds who are interested in linguistics, cognitive linguistics and, in particular, the application of corpus linguistics to metaphor investigation. It will also be of interest to academic students dealing with the debate over the Lisbon Treaty.

As the first exporter of cultural goods and services, the United States has long held that such products should be treated like any other merchandise and be liberalized. On the other hand, for countries such as France and Canada who are concerned about the impact of economic globalization and the digital revolution on their cultural identity, cultural products should be exempted from economic liberalization or subject to a cultural exception. conflicting views and interests between states as to the treatment of cultural products in international economic law lie at the hearth of the trade and culture debate. These differences have led to serious tensions over the liberalization of cultural services within the World Trade Organization, as well as to a Convention within UNESCO to recognize the economic and cultural character of cultural products and the states’ right to pursue cultural policies. With most states still not keen on liberalizing the cultural sector and the stalemate in the Doha Round, the United States has turned to preferential trade agreements to secure its policy preferences on the treatment of cultural products. Since the beginning of the twenty-first century, the US government has concluded eleven trade agreements grouping sixteen countries and has been involved in three sets of plurilateral negotiations, with major implications for the evolution of the trade and culture debate.
