As the impetus of globalization continues to gather pace, more and more people leave their homes pursuing dreams of a better life for themselves and their families. Muslim immigrants converging on Europe from widely divergent communities scattered throughout North Africa, the Middle East and South-East Asia, represent a great variety of local cultures and traditions. Trans-Mediterranean networks form the basis of migration routes and are key factors in the destinations of these migrants and in the overall process of immigration, be this towards Europe or other Muslim countries. South-North fluxes intertwine with South-South fluxes, among which the Gulf Arab countries stand out as a prime destination, not only for low-skilled labour. Different situations emerge, within a variegated discourse on co-existence, integration, assimilation and the preservation of identity. The adoption of this transnational dimension incorporating both destination, and points of origin, enables the investigation of migration to move beyond a purely Eurocentric approach. Thus, different national patterns are analyzed with a focus on a number of significant case-studies. By debating policies and cultural approaches the aim is to add innovative scholarship to the challenge of integration. Cross-cultural pluralism on the part of the nation states comprising the European Union is one avenue for moving the dialogue between different cultural frameworks towards a more compatible form.

In many European countries the extreme right have refined their electoral programmes under the rubric of nationalist-populist slogans and have adopted subtle forms of racism. The move away from overt neo-fascist discourse has, allowed these parties to expand their electoral support as populist nationalist parties. Paradoxically, this has led to an increase in racist and anti-Semitic discourse. In this on-site analysis, Michal Krzyzanowski and Ruth Wodak describe a confluence of racism and xenophobia, and show how that union creates a new kind of racism. The "new" racism differs from the older kinds in that it is usually not expressed in overtly racial terms. Instead, the justifications that are typically employed concern protecting jobs, eliminating abuse of welfare benefits, or cultural incompatibilities. The new racism exploits xenophobia rooted in ethnocentrism, male chauvinism, and ordinary prejudices that are often unconscious or routinized. For these reasons, the new racism can be defined as "syncretic," a mixture of many, sometimes contradictory, racist and xenophobic beliefs and stereotypes. Racism as ideology and practice is alive and well. This important book aims to provide understanding of the many socio-political and historical processes involved in such expressions of institutional and individual racism--processes which are not necessarily evident from more overt or traditional expressions of racism. This is an innovative look at the political study of language as well as new instances of race, ethnicity, and class in present-day Europe.

Bridging the Gaps: Linking Research to Public Debates and Policy Making on Migration and Integration provides a unique set of testimonies and analyses of these questions by researchers and policy experts who have been deeply involved in attempts to link social science research to public policies. Bridging the Gaps argues that we must go beyond the prevailing focus on the research-policy nexus by considering how the media, public opinion, and other dimensions of public debates can interact with research and policy-processes. The chapters provide theoretical analyses and personal assessments of the successes and failures of past efforts to link research to public debates and policy-making on migration and integration in six different countries - Germany, the Netherlands, Norway, Sweden, the United Kingdom, and the United States - as well as in European and global governance debates. Contrary to common public perceptions and political demands, Bridging the Gaps argues that all actors contributing to research, public debates, and policy-making should recognize that migration, integration, and related decision-making are highly complex issues, and that there are no quick fixes to what are often enduring policy dilemmas. The dynamics of migration in Europe have changed dramatically over the last few decades. Some countries, such as Ireland, Italy and Spain, are newcomers to an increasingly diverse Europe, having moved from being sources of emigration to destinations for migrants. Others such as France, Germany and the UK have many more years of experience with immigrants. Some of the biggest challenges facing Europe in the context of migration relate to irregular migration and integration by immigrants and refugees. What are the immigration needs of the different European countries? What are their labour needs? Can Europe’s existing population satisfy those labour needs? How can European countries work together to protect and improve the current refugee and asylum system? In the light of these pressing issues, it is vital that academics and NGOs work together to promote debate, research and the publication of reliable information about migration and refugees. To this end, academics, policy-makers and representatives of NGOs met at the University of Deusto in Bilbao, Spain (30 January-1 February 2003) to reflect on and debate the state of immigration in Europe.
