Contemporary law and government are increasingly characterized by a focus on risk. Citizenship in Dalit and Indigenous Australian Literatures examines the difference in citizenship as experienced by the communities of Dalits in India and Aboriginals in Australia through an analysis of select literature by authors of these marginalised groups. Aligning the voices of two disparate communities, the author creates a transnational dialogue between the subaltern communities of the two countries, India and Australia, through the literature produced by the two communities. The Covid-19 pandemic has made the divide that exists between the performative citizenship rights enjoyed by the Dalits and the aboriginals and the respective dominant communities of their countries more apparent. The author addresses the issue of this disparity between discursive and performative citizenship through a detailed analysis of select Dalit and Australian aboriginal autobiographies, in particular the works by Dalit autobiographers, Baby Kamble and Aravind Malagatti and aboriginal autobiographers Alice Nannup and Gordon Briscoe. The book uses the dominant tropes of the individual autobiographies as a background to unfurl the denial of citizenship, both in the discursive and the performative form, using the parameters of equal citizenship. In doing so, the author also raises important, groundbreaking questions: How is the performativity of citizenship foregrounded by the Dalits and aboriginals in the literary counter-public? How does this foregrounding evoke violent retribution from the dominant sections? And does the continued violation of performative citizenship point to the dysfunctionality of the performative citizenship status accorded to the Dalits and the aboriginals? When British authorities established 'settler' colonies in North America and the Antipodes (New Zealand, Australia, South Africa, Fiji) from the early seventeenth to the late nineteenth centuries, they introduced law through parliamentary statutes and Colonial Office oversight, and they dispatched governors and judges to the colonies. These jurists set aside some aspects of English Common Law to meet the special conditions of the settler societies, but the 'Responsible Governments' that were eventually created in the colonies and the British immigrants themselves set aside even more of the English law, exercising 'informal law' - popular norms - in its place. Law and popular norms clashed over a range of issues, including ready access to land, the property rights of aboriginal people. the taking of property for public purposes, master-servant relationships and crown/corporate liability for negligent maintenance and operation of roads, bridges and railways. Drawing on extensive archival and library sources in England, the United States, Canada, Australia and New Zealand, Karsten explores these collisions and arrives at a number of conclusions that will surprise.

Spanning the era of modern imperial history from the early sixteenth century to the present, it challenges both the rather insular focuses on specific experiences, and gives due attention to imperial formations outside the West including the Russian, Japanese, Mughal, Ottoman and Chinese. The companion is divided into three broad sections. Part I - Times - surveys the three main eras of modern imperialism. The first was that dominated by the settlement impulse, with migrants - many voluntarily and many more by force - making new lives in the colonies. This impulse gave way, most especially in the nineteenth century, to a period of busy and rapid expansion which was less likely to promote new settlement, and in which colonists more frequently saw their sojourn in colonial lands as temporary and related to the business mostly of governance and trade. Lastly, in the twentieth century in particular, empires began to fail and to fall. Part II - Spaces - studies the principal imperial formations of the modern world. Each chapter charts the experience of a specific empire while at the same time placing it within the complex patterns of wider imperial constellations. The individual chapters thus survey the broad dynamics of change within the empires themselves and their relationships with other imperial formations, and reflect critically on the ways in which these topics have been approached in the literature. In Part III - Themes - scholars think critically about some of the key features of imperial expansion and decline. These chapters are brief and many are provocative. They reflect the current state of the field, and suggest new lines of inquiry which may follow from more comparative perspectives on empire.
