This is a true state-of-the-art volume in the fields of local governance, decentralization, and local democracy. It summarizes many of the insights emerging from original research of the past decade. It is also a future-looking volume with explicit policy relevance, paving the way for innovative thinking, and acting, on the next phase of development in the field. In a unique way this book brings together authoritative contributions from authors who to a large extent have been defining the field for the last decade or more. It looks at how good governance is created from top-down and bottom-up perspectives, illustrated through a wide variety of case studies. The case studies were selected for their relevance to the theoretical perspectives offered, as well as for their paradigmatic power in the current global evolution of decentralized policies and politics. The volume concludes that overall, local development and local politics will not go away--it has a huge potential--but also that the field is full of unfulfilled promises, some of which could be remedied through the perspectives revealed in this volume.

Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

Decentralization implies the devolution of state authority. Decision-making capacity and resources are transferred from the center to organs at the local level. Such reforms can enhance the quality of democratic governance: the state becomes more effectiv

Is Decentralization Good For Development written by Jean-Paul Faguet and has been published by OUP Oxford this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-08-13 with Business & Economics categories.

Is decentralisation good for development? This book offers insights and lessons that help us understand when the answer is 'Yes', and when it is No'. It shows us how decentralisation can be designed to drive development forward, and focuses attention on how institutional incentives can be created for governments to improve public sector performance and strengthen economies in ways that enhance citizen well-being. It also draws attention to the political motives behind decentralisation reforms and how these shape the institutions that result. This book brings together academics working at the frontier of research on decentralization with policymakers who have implemented reform at the highest levels of government and international organizations. Its purpose is to marry policymakers' detailed knowledge and insights about real reform processes with academics' conceptual clarity and analytical rigor. This synthesis naturally shifts the analysis towards deeper questions of decentralization, stability, and the strength of the state. These are explored in Part 1, with deep studies of the effects of reform on state capacity, political and fiscal stability, and democratic inclusiveness in Bolivia, Pakistan, India, and Latin America more broadly. These complex questions - crucially important to policymakers but difficult to address with statistics - yield before a multipronged attack of quantitative and qualitative evidence combined with deep practitioner insight. How should reformers design decentralisation? Part 2 examines these issues with evidence from four decades of reform in developing and developed countries. What happens after reform is implemented? Decentralization and local service provision turns to decentralization's effects on health and education services, anti-poverty programs with original evidence from 12 countries across Africa, Asia, and Latin America.

World Bank Discussion Paper No. 359. Oil and energy markets have experienced dramatic changes over the past two decades--steep price increases in the 1970s and 1980s followed by a decrease in 1986 and large declines in demand in the former Soviet Union and Eastern Europe. But despite considerable uncertainty about future developments in the world oil market, this paper finds that demand is set to rise in all main regions, particularly in developing countries, led by increasing incomes, population, industrialization, investment, and trade. This study examines the growth in demand for eight major oil products for 37 developing countries over the 1971-93 period, analyzing the relationships and changes over time for income, population, and demand for energy and oil products for each country. It also examines some of the important phenomena that affect oil demand and calculates income and price elasticities for each product in all countries.

Deepening Local Democracy In Latin America written by Benjamin Goldfrank and has been published by Penn State Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-09-10 with Political Science categories.

The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.
