This book develops an informational theory to account for the coexistence of China’s exceptionally resilient authoritarianism and its high decentralization. The nuanced information contained in citizens’ complaints, which are filed through the petition system, helps to sustain China’s decentralized authoritarianism in three important ways. First, petitions help to alleviate the information asymmetry problem that arises when the central government has less information than lower level governments do. When studying citizens’ petitions, higher level governments can obtain valuable and accurate information about local officials’ performance in policy implementation, public goods provision, and corruption. Higher level governments need this information in order to effectively utilize the cadre management system to reward good performance and punish malpractice. The result of this interaction is the PRC’s relatively high quality of governance and effective control of local officials. There is also a second way in which citizens’ petitions help the government to overcome the dictator’s dilemma that arises when an authoritarian regime is uncertain about how much support it really enjoys among its citizens. Citizens’ specific grievances are revealed in these petitions and are mostly addressed in their beginning stages. When citizens’ complaints are rooted in central policy, they set the agenda for policy change in order to maintain social order. There is yet a third benefit conferred upon the PRC by the petition system. Thanks to the petition system, the central government can present itself as the ally of citizens when it addresses the matters raised by their petitions. As a result, the petition system grants the central government an opportunity to hold local officials accountable, scapegoat local authorities, divide citizens and local officials, and justly claim all the credit when its policies succeed. This helps to build citizens’ trust in their central government and reinforces its legitimacy in their eyes. In Huntington’s terms, the Chinese Communist Party institutionalizes mass support by addressing citizens’ grievances expressed through the channel of communication provided by the petition system. In this sense, the complaints of citizens can be very useful tools for regime maintenance. The author substantiates these points with case studies and statistical analysis.

Populist Authoritarianism focuses on the Chinese Communist Party, which governs the world's largest population in a single-party authoritarian state. Wenfang Tang attempts to explain the seemingly contradictory trends of the increasing number of protests on the one hand, and the results of public opinion surveys that consistently show strong government support on the other hand. The book points to the continuity from the CCP's revolutionary experiences to its current governing style, even though China has changed in many ways on the surface in the post-Mao era. The book proposes a theoretical framework of Populist Authoritarianism with six key elements, including the Mass Line ideology, accumulation of social capital, public political activism and contentious politics, a hyper-responsive government, weak political and civil institutions, and a high level of regime trust. These traits of Populist Authoritarianism are supported by empirical evidence drawn from multiple public opinion surveys conducted from 1987 to 2015. Although the CCP currently enjoys strong public support, such a system is inherently vulnerable due to its institutional deficiency. Public opinion can swing violently due to policy failure and the up and down of a leader or an elite faction. The drastic change of public opinion cannot be filtered through political institutions such as elections and the rule of law, creating system-wide political earthquakes.

Among all the decentralized authoritarian countries, China is distinctive not only because of its emergence as one of the largest foreign direct investment (FDI) recipient countries with one of the highest levels of fiscal decentralization, but also because of the combination of its fiscal decentralization and the cadre promotion system as incentive institutions for attracting FDI inflows. China is an important case to empirically investigate the impact of fiscal autonomy on adversarial investment because it has become the largest investment destination of its long-term adversary, Taiwan, with Taiwanese FDI being among the largest FDI in mainland China. Given the special role played by local Chinese governments in attracting and hosting Taiwanese FDI, it is important to study the differences between where Taiwanese FDI and other FDI goes. Given the uniqueness of the China case and that of Taiwanese investment in mainland China, this book explores the following questions. What determines where FDI goes in authoritarian countries like China? Fiscal decentralization has been argued to be a driving force of skyrocketing FDI inflows in China due to its impact on local governments’ incentives. However, is the impact of fiscal autonomy on FDI monolithic with the dynamically changing levels of FDI inflows at the lower administrative levels in China, especially with its special cadre management system? Does the impact of fiscal decentralization on FDI strengthen or weaken or stay the same when attracting FDI inflows from adversarial states? And what are the implications of such adversarial investment—especially as it diffuses from coastal cities to the interior regions, or from key cities to peripheral regions—of decentralized authoritarian countries targeted by this investment?

Why would an authoritarian regime expand social welfare provision in the absence of democratization? Yet China, the world's largest and most powerful authoritarian state, has expanded its social health insurance system at an unprecedented rate, increasing enrollment from 20 percent of its population in 2000 to 95 percent in 2012. Significantly, people who were uninsured, such as peasants and the urban poor, are now covered, but their insurance is less comprehensive than that of China's elite. With the wellbeing of 1.4 billion people and the stability of the regime at stake, social health insurance is now a major political issue for Chinese leadership and ordinary citizens. In Social Protection under Authoritarianism, Xian Huang analyzes the transformation of China's social health insurance in the first decade of the 2000s, addressing its expansion and how it is distributed. Drawing from government documents, filed interviews, survey data, and government statistics, she reveals that Chinese leaders have a strategy of "stratified expansion," perpetuating a particularly privileged program for the elites while developing an essentially modest health provision for the masses. She contends that this strategy effectively balances between elites and masses to maximize the regime's prospects of stability. In China's multilevel governance, both centralized and decentralized structures are involved in the distribution of social health insurance. When local leaders implement the stratified expansion of social health insurance, they respond to varied local conditions. As a result, China's health insurance policies differ dramatically across subnational regions as well as socioeconomic groups. Providing an in-depth look into China's health insurance system, this book sheds light not only on Chinese politics, but also on how social benefits function in authoritarian regimes and decentralized multilevel governance settings.
