Conforming neither to the hierarchical and bureaucratic organization of the European nation-state nor the anarchical structure of international organizations, the European Union (EU) and its predecessors provide an exemplary site for developing a decentred approach to the study of governance. The book offers an analysis of the formation and transformation of the EU as an example of governance above the nation-state and is framed by the recognition that the construction of the EU has resulted in variegated and decentred forms of governance. The chapters look at distinct aspects of EU governance to bring to light the influence of elite narratives, scientific rationalities, local traditions and meaningful practices in the making and remaking of European governance. As such, each chapter offers a unique contribution to the study of the EU. In doing so, the book challenges dominant narratives of European integration and policymaking that appeal to reified rationalities and social structures, and uncovers the contingency and conflict endemic to European governance. First published in 2003, Decentring the Indian Nation examines the various centrifugal forces apparent in recent Indian politics. After achieving independence in 1947 India’s elite opted to build a modern nation-state. This idea was carefully nurtured during the fight for freedom from British rule by the dominant Congress movement. In recent years, the idea of a centralised state has been challenged from a number of directions. Strong regional political movements have questioned the assumption that India’s federal system requires a dominant centre. The related trend of identity-based mobilisation has challenged settled notions of Indian national identity. The authors discuss the idea that as a nation, India is becoming ‘decentred’, and consider the implications of this idea for the development of the Indian polity. Contemporary security governance often relies on markets and networks to link public agencies to non-governmental actors. This book explores the rise, nature, and future of these new forms of security governance across various domestic, transnational, and international settings. The chapters reveal similarities and differences in the way security governance operates in various policy settings. The contributors argue that the similarities generally arise because policy elites, at various levels of governance, have come to believe that security depends on building resilience and communities through various joined-up arrangements, networks, and partnerships. Differences nonetheless persist because civil servants, street level bureaucrats, voluntary sector actors, and citizens all draw on diverse traditions to interpret, and at times resist, the joined-up security being promoted by these policy elites. This book therefore decentres security governance, showing how all kinds of local traditions influence the way it works in different settings. It pays particular attention to the meanings, cultures, and ideologies by which policy actors encounter, interpret, and evaluate security dilemmas. Susceptibility in Development offers a novel approach to understanding power in development through theories of affect and emotion. Development agents - people tasked with designing or delivering development - are susceptible to being affected in ways that may derail or threaten their 'sense of self'. This susceptibility is in direct relation to the capacity of others to engender feelings in development agents: an overlooked form of power. Susceptibility in Development proposes a new analytical framework to enable new readings of power relations and their consequences for development. Susceptibility in Development offers a comparative ethnography of two types of local development agents: volunteers in a community development program in Medan, Indonesia, and women municipal councillors in Dehradun, India. Ethnographic accounts that are attentive to the emotions and affects engendered in encounters between individuals provide a fresh reading of the relations shaping local development. Local development agents may be more 'susceptible' than workers and volunteers from the global North, yet the capacity/susceptibility to affect/be affected orders relations and shapes outcomes of development more broadly. In theorising from the local, Susceptibility in Development offers fresh insights into power dynamics in development.

Taking the Heideggerian critical ontology of technology as its base, this volume looks at postcolonial modernization and development in the global south as the worldwide expansion of the western metaphysical understanding of reality. We live today in an increasingly globalizing technological society that Martin Heidegger described in the middle of the last century as ‘the planetary imperialism of technologically organized man.’ Consequent upon this cultural-intellectual globalization, the ahistorical, violent, individualistic, calculative and capitalistic logic of the metaphysics of technology is permeating the life-world, even of the world’s poorest peoples, in ways they could neither choose nor control. This volume questions the political ethics and justice of post-war development discourse in the light of the egalitarian aims of modern societies, cultural freedom of communities and nations and the ecological limits of the planet. This book examines contemporary global challenges from a decentring perspective, advancing an interdisciplinary conversation.
