Im Zentrum stehen die Um-1880-Geborenen, jene Alterskohorten, die das gesamte "Katastrophenzeitalter" des 20. Jahrhunderts bewusst erlebten, maßgeblich durch die Faschismuserfahrung in beiden Ländern geprägt waren und nach 1945 den Prozess der europäischen Einigung vorantrieben. Vielfach mit dem Nationalstaat als scheinbar unterhintergehbaren Rahmen politischer Ordnung sozialisiert, waren sie es, die nach 1945 die europäische Integration einleiteten, die den Nationalstaat als Kategorie politischer Ordnung erodieren ließ. Der Band kombiniert biographie- und generationengeschichtliche Längsschnittanalysen mit mentalitätsgeschichtlichen Querschnitten, um das Handeln politischer Akteure aus historischem Bewusstsein in beiden Ländern zu rekonstruieren. Die aus den Erfahrungen des 20. Jahrhunderts resultierenden individuellen und kollektiven Lernprozesse werden dabei ebenso sichtbar wie kultur- und erfahrungsgeschichtliche Konvergenzen und Divergenzen im deutsch-italienischen Verhältnis.

The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. Focusing on the multiterm European Commission presidents Walter Hallstein, Jacques Delors, and Jos� Manuel Barroso, this book conceptualizes their political leadership as a performance, and thus systematically analyzes their agenda-setting, mediative-institutional, and public outreach performance over the entire course of their presidential terms.

This edited volume revolves around two sets of questions. First, what do the 2019 European elections suggest about the extent to which the mainstream parties of the left are attempting to deal with their decline through an increased, common, emphasis on their project for a more integrated, 'social Europe' as opposed to an emphasis on the more 'traditional', domestically-focussed, issues? Given the heightened profile of Europe in domestic politics; given the polarisation around Europe; given the way in which (especially in the countries of the Eurozone) media discussion of the domestic implications of EU decision-making can influence the climate of opinion regardless of the actions of domestic party actors themselves, we would expect the social democrats among them to seek to reassert control over the conditions of opinion formation through a renewed emphasis on integration (as well as its benefits and its potential as a source of identities to rival national, exclusionary identities) in opposition to their populist and Eurosceptical adversaries. To what extent do the campaigns waged by these parties bear out this expectation? Second, how well are the parties coping with the internal and external, institutional and political obstacles in the way of pursuit of this agenda?
