Seminar paper from the year 2000 in the subject History Europe - Germany - World War I, Weimar Republic, grade: 1,0, University of Sussex, language: English, abstract: Throughout World War I, almost 15 million people lost their lives; as one of its consequences, the Austrian-Hungarian, Russian and Turkish Empires fell apart, and "the old internal and international order was for ever destroyed." Owing to the fact that the First World War marked the beginning of an entire new era, the investigation of its origins still remains a controversial historical issue. While some historians put the emphasis on the primacy of domestic policies and assert that internal pressures conditioned the decisions of the belligerent states, others maintain the concept of the 19th century German historical scientist Ranke, who stressed the importance of foreign affairs on the authorities' motivations leading to the 'Great War'. In this essay, however, I will firstly concentrate on the formal justifications of war declarations (section II). Thereupon, section III scrutinizes these official statements by considering the broader imperial and military framework. Furthermore, section IV attempts to reveal the origins of a system of alliances and rivalries among European nations, whereas section V surveys the impacts of these tensions on the thought process on the eve of World War I.

Jack Snyder's analysis of the attitudes of military planners in the years prior to the Great War offers new insight into the tragic miscalculations of that era and into their possible parallels in present-day war planning. By 1914, the European military powers had adopted offensive military strategies even though there was considerable evidence to support the notion that much greater advantage lay with defensive strategies. The author argues that organizational biases inherent in military strategists' attitudes make war more likely by encouraging offensive postures even when the motive is self-defense. Drawing on new historical evidence of the specific circumstances surrounding French, German, and Russian strategic policy, Snyder demonstrates that it is not only rational analysis that determines strategic doctrine, but also the attitudes of military planners. Snyder argues that the use of rational calculation often falls victim to the pursuit of organizational interests such as autonomy, prestige, growth, and wealth. Furthermore, efforts to justify the preferred policy bring biases into strategists' decisions—biases reflecting the influences of parochial interests and preconceptions, and those resulting from attempts to simplify unduly their analytical tasks. The frightening lesson here is that doctrines can be destabilizing even when weapons are not, because doctrine may be more responsive to the organizational needs of the military than to the implications of the prevailing weapons technology. By examining the historical failure of offensive doctrine, Jack Snyder makes a valuable contribution to the literature on the causes of war.

The centenary of the outbreak of the First World War may be commemorated by some as a great moment of national history. But the standard history of Britain’s choice for war is far from the truth. Using a wide range of sources, including the personal papers of many of the key figures, some for the first time, historian Douglas Newton presents a new, dramatic narrative. He interleaves the story of those pressing for a choice for war with the story of those resisting Britain’s descent into calamity. He shows how the decision to go to war was rushed, in the face of vehement opposition, in the Cabinet and Parliament, in the Liberal and Labour press, and in the streets. There was no democratic decision for war. The history of this opposition has been largely erased from the record, yet it was crucial to what actually happened in August 1914. Two days before the declaration of war four members of the Cabinet resigned in protest at the war party’s manipulation of the crisis. The government almost disintegrated. Meanwhile large crowds gathered in Trafalgar Square to hear the case for neutrality and peace. Yet this cry was ignored by the government. Meanwhile, elements of the press, the Foreign Office, and the Tory Opposition sought to browbeat the government into a quick decision. Belgium had little to do with it. The key decision to enter the war was made before Belgium was invaded. Those bellowing for hostilities were eager for Britain to enter any war in solidarity with Russia and France – for the future safety of the British Empire. In particular Newton shows how Prime Minister H. H. Asquith, Foreign Minister Sir Edward Grey, and First Lord of the Admiralty Winston Churchill colluded to pre-empt the decisions of Cabinet, to manipulate the parliament, and to hurry the nation toward intervention by any means necessary.
