In 1965 the white minority government of Rhodesia (after 1980 Zimbabwe) issued a unilateral declaration of independence from Britain, rather than negotiate a transition to majority rule. In doing so, Rhodesia became the exception, if not anathema, to the policies and practices of the end of empire. In Unpopular Sovereignty, Luise White shows that the exception that was Rhodesian independence did not, in fact, make the state that different from new nations elsewhere in Africa: indeed, this history of Rhodesian political practices reveals some of the commonalities of mid-twentieth-century thinking about place and race and how much government should link the two. White locates Rhodesia’s independence in the era of decolonization in Africa, a time of great intellectual ferment in ideas about race, citizenship, and freedom. She shows that racists and reactionaries were just as concerned with questions of sovereignty and legitimacy as African nationalists were and took special care to design voter qualifications that could preserve their version of legal statecraft. Examining how the Rhodesian state managed its own governance and electoral politics, she casts an oblique and revealing light by which to rethink the narratives of decolonization.

We learn how and why the Federation of Rhodesia and Nyasaland failed, how and why apartheid eventually collapsed, and exactly how the various components of this heavily white conquered and later white oppressed domain transitioned via diverse fits and starts into today's assemblage of proud, politically-charged, and still mostly fragmented nation-states. But what did the new republics make of their hard won freedoms? That is the subject of more than half of this book. Having liberated themselves successfully, several soon dismantled democratic safeguards, established effective single-party states, closed their economies, deprived citizens of human rights and civil liberties, and exchanged economic progress for varieties of central planning experiments and stunted forms of protected economic endeavors. Only Botswana, of the new entities, embraced full democracy and good governance. The others, even South Africa, at first tightly regimented their economies and attempted severely to limit the degrees of economic freedom and social progress that citizens could enjoy. Corruption prevailed everywhere except Botswana. This work examines the attempt by the governments of Portugal, Rhodesia and South Africa to defy the drive for African independence in the 1960s and 70s, and the international community’s response. From 1961 to 1974, Portugal, Rhodesia and South Africa collaborated in the attempt to preserve white minority rule in their respective territories. Hard-pressed by African nationalists, recently decolonized states, and many of the world’s Great Powers, they supported each other economically, politically and militarily, turning southern Africa into a major diplomatic concern which defied Cold War logic. This book examines how this collaboration came about and how the international community responded to it, paying close attention to the evolving situation in each country. The Portuguese Revolution of April 1974 undid this ‘white redoubt’, and the diplomatic policy subsequently adopted by apartheid South Africa – détente – led it to sacrifice Rhodesia in return for the illusion of permanent safety. A true work of transnational history, this book is based on the archival material of eight different countries, yet it serves as well as an introduction to the politics of southern Africa during the late colonial era.

This book provides fresh insights into how the British press affected both British perceptions of decolonisation in Africa and British policy towards it during the ‘wind of change’ period. It also reveals, for the first time, the extent to which British newspaper coverage was of relevance to African and white settler readerships. British newspapers informed the political strategies and civic cultures of African activists, nationalists, liberal whites in Africa, the staunchest of white settler communities, and the first governments of independent African states and their opponents. The British press, British public opinion and British journalists became etched into the lived experiences of the end of empire affecting Anglo-African and Anglo-settler relations to this day. Arguing that the press cast a transnational web of influence over the decolonisation process in Africa, the author explores the relationships between the British, African and settler public and political spheres, and highlights the mediating power of the British press during the late 1950s. The book draws from a range of British newspapers, official government documents, newspaper archives, interviews, memoirs, autobiographies and articles printed in African and white settler papers.
