Deconstructing “Ideal Power Europe”: The EU and Arab Change criticizes the dominant discourse on European foreign policy, which represents the EU as a force for good in world politics. Using a poststructuralist approach, it deconstructs the EU’s representation as “an ideal power” through an analysis of European foreign policy on the Southern Mediterranean before and after the Arab uprisings. In this endeavor, it displaces three major discourses which construct the EU as “ideal”: the “postmodern and post-sovereign EU”, “the EU as a model/a virtuous example”, and, “the EU as a normative power” discourses. The major argument of the book is that the “ideal power Europe” meta-narrative is especially produced and reproduced in the EU’s approach towards the Southern Mediterranean, and, it manifests itself through the rhetoric of “responsibility” and “universality” in the aftermath of the Arab uprisings. The book also provides an analysis of how the “ideal power Europe” meta-narrative feeds into and legitimizes European governmentality in the world, in general, and, in the case of the Southern Mediterranean after the Arab uprisings, in particular. Arguing that the depiction of the EU as postmodern/post-sovereign, as a model/an exemplar, and as a normative power pertains to the representation of a “regulatory ideal”, it elucidates how the EU pursues hegemonic practices in the Southern Mediterranean. It further manifests how the EU’s governmentality is marked by a securitized, depoliticizing, and technocratic approach which feeds into and gets legitimized by the dominant discourse on European foreign policy; reproducing the EU’s “ideal” identity vis-à-vis its “imperfect” Arab other.

This book is an exploration of how the European Union (EU) and other regional actors construct, understand and use different forms of power in a political space that is increasingly referred to as "Greater Eurasia". The contributors examine the extent that the understanding of power shapes how states and the EU act on a range of questions from energy to the balance of power in Eurasia. They explore how the EU’s and other regional actors’, primarily Russia’s, understanding of power determines whether the post-Soviet space is a neighbourhood, a battleground or an arena for geopolitical and geostrategic confrontation. The chapters deal with a range of issues from negotiations between the EU and Azerbaijan, to how the EU and Russia are trying to shape relations in Central Asia. The volume represents an innovative way of understanding the changing dynamics of the relationship between Russia and the EU, with some original empirical data, and presents these dynamics within a broader conceptual and geographic framework. It also contributes to emerging debates about how the ideational construction of political space may provide insight into how actors behave. This book is a deconstruction of the discourse of the journals of two white sl;ave owners in the Caribbean, Pierre Dessalles in the French colony of Martinique and William Lewis an absentee owner of two plantations in the British colony of Jamaica resident in the UK. The deconstruction focuses on the power relations between the white hegemonic elite and the enslaved non-whites, Africans and Mulattoes. The study reveals the expanse of power exercised by white hegemonic males especially over the enslaved, the resistance formulated and unleashed by the enslaved on a continuing basis and its impact upon the power of massa. What is ultimately reveal;ed is the white supremacist worldview which drives the white response to enslaved resistance and the singular contribution made by West Indian enslavement to the origin and evolution of white supremacist discourse in the North Atlantic.

This book explains why the EU is not a ‘normative actor’ in the Southern Mediterranean, and how and why EU democracy promotion fails. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.
