For the world's 20 largest emitters, we use a simple trend/cycle decomposition to provide evidence of decoupling between greenhouse gas emissions and output in richer nations, particularly in European countries, but not yet in emerging markets. If consumption-based emissions—measures that account for countries' net emissions embodied in cross-border trade—are used, the evidence for decoupling in the richer economies gets weaker. Countries with underlying policy frameworks more supportive of renewable energy and climate change mitigation efforts tend to show greater decoupling between trend emissions and trend GDP, and for both production- and consumption-based emissions. The relationship between trend emissions and trend GDP has also become much weaker in the last two decades than in preceding decades.

We provide a comprehensive analysis of the relationship between greenhouse gas (GHG) emissions and GDP in China using both aggregate and provincial data. The Kuznets elasticity is about 0.6 for China, higher than that in advanced countries but below that of major emerging markets. The elasticity is somewhat lower for consumption-based emissions than for production-based emissions, providing mild evidence consistent with the “pollution haven” hypothesis. The Kuznets elasticity is much lower for the last three decades than for the three previous decades, suggesting a longer-term trend toward decoupling as China has become richer. Further evidence of this comes from provincial data: richer provinces tend to have smaller Kuznets elasticities than poorer ones. In addition to the trend relationship, we find that the Environmental Okun's Law holds in China.

The high-carbon development mode of energy-oriented regions not only promotes economic growth but also the growth of carbon emissions and causes regional environmental pollution. Therefore, it is significant to explore the relationship between carbon emissions and economic growth. Based on the environmental Kuznets curve, carbon productivity, and Tapio decoupling model, this paper studies the long-term and short-term relationship between carbon emissions and economic growth in energyoriented regions in Xinjiang. The results show that the relationship between carbon emission and economic growth in Xinjiang presents a quadratic curve. At present, Xinjiang is in the right half of the U-shaped curve, and carbon emission and economic growth have the same changing trend. Xinjiang has a low level of carbon dioxide output of GDP per unit and low energy efficiency. The decoupling state of carbon emission and economic growth in Xinjiang is mainly weak decoupling and expansionary negative decoupling, and the influence of the decoupling factor is generally a positivenegative-positive trend. Because of the problems, energy-oriented regions need to improve policies and measures in such aspects as clean energy to improve energy structure, technological innovation to improve utilization efficiency, emission reduction regulation to promote industrial development, and government-guided cultivation of low-carbon culture.

Carbon emissions reached an all-time high in 2018, when global carbon dioxide emissions from burning fossil fuels increased by about 2.7%, after a 1.6% increase in 2017. Thus, we need to pay special attention to carbon emissions and work out possible solutions if we still want to meet the targets of the Paris climate agreement. This Special Issue collects 16 carbon emissions-related papers (including 5 that are carbon tax-related) and 4 energy-related papers using various methods or models, such as the input–output model, decoupling analysis, life cycle impact analysis (LCIA), relational analysis model, generalized Divisia index model (GDIM), forecasting model, three-indicator allocation model, mathematical programming, real options model, multiple linear regression, etc. The research studies come from China, Taiwan, Brazil, Thailand, and United States. These researches involved various industries such as agricultural industry, transportation industry, power industry, tire industry, textile industry, wave energy industry, natural gas industry, and petroleum industry. Although this Special Issue does not fully solve our concerns, it still provides abundant material for implementing energy conservation and carbon emissions reduction. However, there are still many issues regarding the problems caused by global warming that require research.

Recent discussions of the extent of decoupling between greenhouse gas (GHG) emissions and real gross domestic product (GDP) provide mixed evidence and have generated much debate. We show that to get a clear picture of decoupling it is important to distinguish cycles from trends: there is an Environmental Okun's Law (a cyclical relationship between emissions and real GDP) that often obscures the trend relationship between emissions and real GDP. We show that, once the cyclical relationship is accounted for, the trends show evidence of decoupling in richer nations—particularly in European countries, but not yet in emerging markets. The picture changes somewhat, however, if we take into consideration the effects of international trade, that is, if we distinguish between production-based and consumption-based emissions. Once we add in their net emission transfers, the evidence for decoupling among the richer countries gets weaker. The good news is that countries with underlying policy frameworks more supportive of renewable energy and supportive of climate change tend to have greater decoupling between trend emissions and trend GDP, and for both production- and consumption-based emissions.

How the objective of a resource-efficient low carbon economy is to be reached and how the transition is managed are the key issues addressed by this publication. The two main focuses are industrial policy and employment prospects on the road to a green economy that retains its industrial base. Any lasting recovery of the real economy will necessarily take the shape of a more resource-efficient production model. While we argue that only a more ambitious and comprehensive European climate policy framework would have a chance of delivering the broader 2050 climate targets, this does not mean that Europe has to give up its industrial base and its related competences. Several chapters of this book argue that the option of attaining a low-carbon economy through ‘deindustrialisation’ would prevent Europe from preserving its competitiveness and knowledge base, which are also essential for exploiting the potential of the emerging eco-industry. While decoupling economic growth from resource use is also possible with an industrial base that is more energy-and resource-efficient, this does require a fundamental shift in terms of how the economy is managed and how business decisions are made. Sustainable industrial and structural policies are needed also in order to ensure that this revolutionary process takes place in a socially balanced manner.

With the surging urbanization process and rapid economic growth in the service industry, carbon emissions released by the commercial building sector have become critical for China's national action towards meeting the “Post Paris” mitigation target. This paper is the first to confirm whether carbon intensity in the commercial building sector decouples from the economic development in service industry via the decomposition and decoupling methods at both the scales of the nation and the top five urban agglomerations [Jing-Jin-Ji (JJJ), Yangtze-River-Delta (YRD), Pearl-River-Delta (PRD), Yangtze-River-Middle-Reach (YRMR), and Cheng-Yu (CY) urban agglomerations] in China during the 2000-2015 period. The key findings indicate the following. The nationwide decoupling status was weak from 2001-2005 and then strong from 2006-2015. At the scale of urban agglomeration, only four states were observed in the decoupling status, and the order of the decoupling statuses across the different urban agglomerations is as follows: JJJ > CY > YRD > PRD > YRMR (2001-2005), YRD > JJJ > PRD > CY > YRMR (2006-2010), and YRD > YRMR > JJJ > CY > PRD (2011-2015). The carbon Kuznets curves of the commercial building sector successfully reveal the causes of the different decoupling paths across different urban agglomerations. The growing decoupling effects can be attributed to the rapid development of energy conservation projects in the commercial building sector over the past decade. Overall, it is expected that our contribution covers the research gap of decoupling carbon intensity in the commercial building sector from economic growth in the service industry, and our efforts constitute a significant contribution to the analysis of the carbon emission peak in the Chinese commercial building sector.
