The UK continues to face challenging and uncertain threats to its security. Our Armed Forces must be prepared to conduct a wide range of operations from conflict prevention through counter-terrorist operations to high-intensity warfighting. To do this, it is critical that government and industrial Research and Development (R & D) investment in science and technology is properly targeted to ensure we provide effective and affordable military capability that can be maintained and developed throughout its life. This Defence Technology Strategy (DTS) provides the clarity and direction needed for success by describing the underpinning technologies that are important to Defence. For the first time we are publishing an unclassified, openly available document setting out the MOD's priorities for the science and research community. This DTS provides direction on where we should focus our research and how we must push promising research into a development pipeline and on to exploitation. It identifies those areas that are key to our national interests; where we could meet our defence needs through collaboration; and where we might rely on off-the-shelf purchase from the global supply base. It is a major step forward in the actions we must take to maintain R & D investment at an appropriate level in those areas that are key to defence capability and national competitiveness. We now need to work together to develop this template in collaboration with industry and the university sector to ensure the UK maintains a strong research base in these areas.

Technological innovation and the military have always been in a state of constant interaction, fostered especially during the post-Cold War period. In this context, the present study focuses on the relationship of Italian, American, British, French and German Armed Forces with Information Communication Technology (ICT). The aim is to analyse in a Euro-Atlantic perspective the path undertaken by the Italian Army to develop Network Enabled Capabilities (NEC) through the “Forza NEC” Program. The acronym NEC refers to the interconnection of different elements of the Armed Forces in a single broad network, making them interact in order to achieve a strategic superiority. The book is composed of three chapters, which offer respectively an analysis of the American case, an overview of recent developments in France, Germany and the UK, and a discussion of the situation in Italy. The volume – which comes four years after the IAI publication The Transformation of Armed Forces: The Forza NEC Program – aims at analysing state of the art of the evolving relationship between technological innovation and the Armed Forces. This evolution is hindered by the fact that efforts to digitize and interconnect land forces and their equipment by using ICT sometimes clash with both operational difficulties and budget constraints. Such a clash poses challenges and roadblocks on the way towards NEC undertaken by the Armed Forces of the countries discussed in this book.

The new security environment has a number of distinguishing characteristics. The formerly dominant bipolar power structure now exists only artificially, in the nuclear balance. By every measure of usable power, economic and political as well as military, the world is at a thoroughly multilateral stage, albeit with a single and unquestioned lead actor: the United States. But more and more states in the developing world have the ability to challenge U.S. and allied military forces, a fact demonstrated repeated by Saddam Hussein's Iraq. From an intense focus on a single global threat, Western defense planning has moved to the more complex and varied task of analyzing and preparing for regional crises and wars involving a kaleidoscopic variety of potential aggressors and victims. In part it has done so because such operations may be more likely today than during the cold war, when the risk of escalation to superpower war lurked in all regional conflicts. This shift demands, among other things, forces that are more flexible and agile than those deployed during the cold war. It also requires better intelligence on the developing world, where most immediate military missions lie.
