Congress passed DAWIA in 1990 to ensure effective and uniform education, training, and career development of members of the acquisition workforce. Accordingly, the act established DAU to provide training for the DOD acquisition workforce and charged DOD officials with designating acquisition positions, setting qualification requirements, and establishing policies and procedures for training the acquisition workforce. DOD, as part of implementing DAWIA, established career fields, such as program management (See table 1).

We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

The Defense Acquisition Workforce Improvement Act (DAWIA), Public Law 101-510, Title 10 U.S.C. was enacted to improve the effectiveness of the personnel who manage and implement defense acquisition programs. As part of the fiscal year 1991 Defense Authorization Act, it called for establishing an Acquisition Corps and professionalizing the acquisition workforce through education, training, and work experience. While the Act applied to both civilian and military personnel, it emphasized the need to offer civilians greater opportunities for professional development and advancement. This study examines the state of defense acquisition workforce management five years after the law was enacted. The authors will not provide a comprehensive review of DAWIA implementation throughout the entire Department of Defense (DoD), but will instead focus on selected areas. They look across military departments and defense agencies to compare and contrast their policies and procedures regarding how they manage their acquisition workforce. The primary focus is on issues pertaining to civilians, since they make up the majority of the defense acquisition workforce and are a special emphasis area in DAWIA. The authors found that much progress has been made over the past five years, and that the DoD Components have achieved significant gains in improving the quality of their acquisition workforce. But more remains to be done. Their analysis shows that two main areas need improvement: diversity of policies and practices, and disparity between civilian and military opportunities. This paper provides data to support these two findings and offers some strategies to overcome them.

GAO's continuing reviews of the acquisition workforce, focusing on the Department of Defense (DOD); the Departments of the Army, Navy, and Air Force; the Departments of Veterans Affairs, Energy, and Health and Human Services; the General Services Administration; and the National Aeronautics and Space Administration, indicate that some of the government's largest procurement operations are not run efficiently. GAO found that requirements are not clearly defined, prices and alternatives are not fully considered, or contracts are not adequately overseen. The ongoing technological revolution requires a workforce with new knowledge, skills, and abilities, and the nature of acquisition is changing from routine simple buys toward more complex acquisitions and new business practices. DOD has adopted multidisciplinary and multifunctional definitions of their acquisition workforce, but the civilian agencies have not. DOD and the civilian agencies reviewed have developed specific training requirements for their acquisition workforce and mechanisms to track the training of acquisition personnel. All of the agencies reviewed said they had sufficient funding to provide current required core training for their acquisition workforce, but some expressed concerns about funding training for future requirements and career development, particularly because of budget cuts made recently at the Defense Acquisition University.

The Department of Defense (DoD) Manual, Career Development Program for Acquisition Personnel, states that members of the acquisition workforce may fulfill their mandatory training requirements based on previous experience, education, and/or alternative training programs. The FY 93 Defense Authorization Act requires that DoD have a fulfillment plan in place for eligible acquisition personnel. The Under Secretary of Defense (Acquisition & Technology) delegated this responsibility to the Director, Acquisition Education, Training and Career Development (AET & CD). The fulfillment plan outlined in this guide utilizes competencies developed by the Office of the Secretary of Defense (OSD) Functional Boards. A consortium of DoD schools under the auspices of the Defense Acquisition University (DAU), then develops and delivers this training to the acquisition workforce. These competencies establish the baseline standards for demonstrating fulfillment of the mandatory courses listed in DoD 5000.52M. The purpose of the fulfillment program is to enable acquisition workforce members to receive credit for courses for which they already have the required competencies. With increased emphasis on training for members of the acquisition workforce, having training on a personnel record makes an employee more competitive with his/her peers. In some cases, however, the employee already possesses the abilities that the course imparts but does not have the formal training. This program is designed to allow that employee to receive credit for the course and not fall behind other employees who receive this training.
