Global terrorism is a double-edged threat to democracies. Physically, because of the number of people killed and wounded, structurally, because it threatens social peace and over-reaction tends to undermine our basic values. The authors of the chapters in this book are multinational and interdisciplinary. Their papers were presented for discussion at the Advanced Research Workshop (ARW) held in Skopje (FYROM) 11-14th April 2018 on “Defence Against Terrorism, Enhancing Resilience of Democratic Institutions and Rule of Law”, organized within the NATO Science for Peace and Security Programme. Results can be summarised as follows. Counter-terrorist strategy must aim to achieve less, not more, terrorism. The countries with best results are the ones that cultivate human intelligence, confidence between security services and the local population, together with a tradition of effective respect of the Rule of Law. Militarization of internal security, and intelligence systems mainly based on databases (“big data”) and artificial intelligence, though popular, are showing serious limits. More effective democracy, not less, is the key to the resilience of our societies against the “new threats”, particularly for confronting the criminal violence of terror. In discussion, some core necessities were identified: to recognize that it is the method used, not the aims, that define criminal organisations as terrorist; that there is a structural link with organized crime for financing and operative support, and that corruption facilitates and protects any illegal activity; social capital must be developed as a fundamental basic tool for enhancing resilience. This book aims to help analyse the networks and contexts that feed terrorism. It provides anyone confronted with security issues an understanding of the negative as well as the positive aspects of specific counter-measures.

One of the most pressing challenges in the fight against terror is the way in which terrorist organizations have developed uniquely effective recruitment tools. Terrorist groups such as ISIS have successfully indoctrinated followers from all over the world, expanding their reach far beyond the Middle East. It is imperative that the international community finds effective ways to respond to this threat. This book presents findings and recommendations from the NATO Advanced Research Workshop (ARW) ‘Human Factors in the Defense Against Terrorism: the Case of Jordan’, held in the Hashemite Kingdom of Jordan in November 2016. In this paper, Michael Schmitt explores the legality of the attacks against Al Qaeda and the Taliban under the "jus ad bellum," that component of international law that governs when a State may resort to force as an instrument of national policy. Although States have conducted military counterterrorist operations in the past, the scale and scope of Operation Enduring Freedom may signal a sea change in strategies to defend against terrorism. This paper explores the normative limit on counterterrorist operations. Specifically, under what circumstances can a victim State react forcibly to an act of terrorism? Against whom? When? With what degree of severity? And for how long? The author contends that the attacks against Al Qaeda were legitimate exercises of the rights of individual and collective defense. They were necessary and proportional, and once the Taliban refused to comply with U.S. and United Nations demands to turn over the terrorists located in Afghanistan, it was legally appropriate for coalition forces to enter the country for the purpose of ending the ongoing Al Qaeda terrorist campaign. However, the attacks on the Taliban were less well grounded in traditional understandings of international law. Although the Taliban were clearly in violation of their legal obligation not to allow their territory to be used as a terrorist sanctuary, the author suggests that the degree and nature of the relationship between the Taliban and Al Qaeda may not have been such that the September 11 attacks could be attributed to the Taliban, thereby disallowing strikes against them in self-defense under traditional understandings of international law. Were the attacks, therefore, illegal? Not necessarily. Over the past half-century the international community's understanding of the international law governing the use of force by States has been continuously evolving. The author presents criteria likely to drive future assessments of the legality of counterterrorist operatio7.

The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.
