Department of Defense (DOD) has planned to invest billions of dollars in development and procurement of unmanned aircraft systems. In its fiscal year 2011 budget request the department indicated a significant increase in these investments, expecting to need more than $24 billion from 2010 through 2015. DOD recognizes that to leverage its resources more effectively, it must achieve greater commonality among the military services? unmanned aircraft system acquisition programs. This testimony is based primarily on GAO?s July 2009 report (GAO- 09-520) which examined 10 unmanned aircraft acquisition programs: eight unmanned aircraft systems?Global Hawk, Reaper, Shadow, Predator, Sky Warrior, Fire Scout, Broad Area Maritime Surveillance, and Unmanned Combat Aircraft System- Demonstration; and two payload development programs?Multi- Platform Radar Technology Insertion Program, and Airborne Signals Intelligence Payload. The testimony focuses on: 1) the cost, schedule, and performance progress of the 10 programs as of July 2009; 2) the extent to which the military services collaborated and identified commonality among the programs; 3) factors influencing the effectiveness of the collaboration; and, 4) recent DOD investment decisions related to these acquisitions.

"Taiwan faces one of the most difficult air defense problems in the world. Because of that, it cannot easily look to how other nations have invested in air defenses to guide its force structure decisions. What makes Taiwan's air defense problem so difficult is the combination of its proximity to China and the massive investments that the People's Republic of China has made in a range of systems that threaten Taiwan's aircraft. China's fighter aircraft capabilities have surpassed those of Taiwan in the air. Furthermore, China now has the capability to destroy all of Taiwan's aircraft at their bases. Thus, Taiwan needs to rethink how it can accomplish its air defense goals. Fighter aircraft are not the only element of Taiwan's air defense; surface-to-air missiles are the other major element. This report analyzes how Taiwan might approach air defense, by downsizing and shifting its fighter aircraft force to focus on coercive scenarios, increasing its investment in surface-to-air missiles, and dedicating its surface-based air defense to becoming an enduring warfighting capability able to contribute throughout the duration of a sustained and effective defense of Taiwan. It describes the essential air defense problem posed by the People's Liberation Army, characterizes the current capabilities and level of funding that Taiwan invests in air defense, and then develop several alternative investment strategies. CSIS's The Future of Military Engines looks at the state of the U.S. military engine industrial base and the choices confronting policymakers at the Department of Defense (DoD). The military engine industrial base is closely tied to the industrial base for commercial engines. U.S. engine providers use many of the same facilities and largely the same supply chain for military and commercial engines. The ability to leverage commercial supply chains is critical because supply chain quality underlies the performance advantage of U.S. military engines, both for individual aircraft and military aircraft fleets. International competitors such as Russia and China are seeking to overtake the U.S. in engines. However, the current U.S. advantage is sustainable if it is treated as a national priority. Many military aircraft, especially fighters, require engines with important differences from commercial aircraft. They fly different flight profiles and perform different jobs. These differences mean that while DoD can leverage the commercial engine industrial base, it must also make investments to sustain the industrial base’s unique military components. In the next few years, DoD investment in military engines is projected to decrease significantly, particularly for R&D. This presents a challenge as military-unique engineering skills are highly perishable. Four major policy choices confront DoD as it formulates its investment approach to military engines going forward: 1) Priority, 2) Resources, 3) Business Model, and 4) Competition. The DoD is at an inflection point for engine investment, and the time for choosing on these four key policy questions will come in the next few years.
