In this history of right-wing politics in Brazil during the Cold War, Benjamin Cowan puts the spotlight on the Cold Warriors themselves. Drawing on little-tapped archival records, he shows that by midcentury, conservatives--individuals and organizations, civilian as well as military--were firmly situated in a transnational network of right-wing cultural activists. They subsequently joined the powerful hardline constituency supporting Brazil's brutal military dictatorship from 1964 to 1985. There, they lent their weight to a dictatorship that, Cowan argues, operationalized a moral panic that conflated communist subversion with manifestations of modernity, coalescing around the crucial nodes of gender and sexuality, particularly in relation to youth, women, and the mass media. The confluence of an empowered right and a security establishment suffused with rightist moralism created strongholds of anticommunism that spanned government agencies, spurred repression, and generated attempts to control and even change quotidian behavior. Tracking how limits to Cold War authoritarianism finally emerged, Cowan concludes that the record of autocracy and repression in Brazil is part of a larger story of reaction against perceived threats to traditional views of family, gender, moral standards, and sexuality--a story that continues in today's culture wars.

"After decades of isolation and a turbulent transition to democracy, Portugal's integration into the European Union has given political, economic, social, and cultural stability to a country that had to overcome the trauma of losing an empire. This volume clearly is a major contribution to the study of how Portugal became part of the European Union as a political system and its development towards Europeanization and domestication.Magone first lays a theoretical framework for the study of Europeanization and discusses political parties, the political system, and Portuguese society in terms of Europeanization. He then examines public administration, how the European Union and the OECD impacted on the modernization agenda, and includes a discussion of the national EU policy coordination. From war campaigns to peacekeeping operations, The Portuguese at War presents an overview of the conflicts, wars and revolutions in which Portugal was involved from the nineteenth century to the present day. From the French invasions to the civil wars, from the African Empire to the wars of decolonisation, from belligerence in the First World War to neutrality in the Second, from participation in the Atlantic Alliance to peacekeeping operations in Kosovo, East Timor, Lebanon and Afghanistan. The book addresses the military interventions in politics and the role of the countrys political regimes in military reform: from the Liberal Revolutions to the Republic, from the military dictatorship and authoritarian regime to the 25th of April Revolution and the transition to democracy. The historical record of Portugals war involvement is not only closely aligned to international and European circumstance but to internal factors: the economy, society, public opinion and political/military power. A historical perspective must of necessity link Portuguese war excursions with the military institutions in place at the time: their recruitment system, social composition and organisation of the army, navy and air force; the military ethos; the evolution of equipment, weapons and military technologies; strategic military doctrine and how this impacted on tactics and military operations; and of course the war outcomes. Special attention is given to the effects of international isolation after the Estado Novo, and post-Cold War europeanisation. The book does not eschew the plurality of interpretative theories. In 1961, Portugal found itself fighting a war to retain its colonial possessions and preserve the remnants of its empire. It was almost completely unprepared to do so, and this was particularly evident in its ability to project power and to control the vast colonial spaces in Africa. Following the uprisings of March of 1961 in the north of Angola, Portugal poured troops into the colony as fast as its creaking logistic system would allow; however, these new arrivals were not competent and did not possess the skills needed to fight a counterinsurgency. While counterinsurgency by its nature requires substantial numbers of light infantry, the force must be trained in the craft of fighting a ‘small war’ to be effective. The majority of the arriving troops had no such indoctrination and had been readied at an accelerated pace. Even their uniforms were hastily crafted and not ideally suited to fighting in the bush. In reoccupying the north and addressing the enemy threat, Portugal quickly realized that its most effective forces were those with special qualifications and advanced training. Unfortunately, there were only very small numbers of such elite forces. The maturing experiences of Portuguese and their consequent adjustments to fight a counterinsurgency led to development of specialized, tailored units to close the gaps in skills and knowledge between the insurgents and their forces. The most remarkable such force was the flechas, indigenous Bushmen who lived in eastern Angola with the capacity to live and fight in its difficult terrain aptly named ‘Lands at the End of the Earth’. Founded in 1966, they were active until the end of the war in 1974, and were so successful in their methods that the flecha template was copied in the other theaters of Guiné and Mozambique and later in the South African Border War. The flechas were a force unique to the conflicts of southern Africa. A flecha could smell the enemy and his weapons and read the bush in ways that no others could do. He would sleep with one ear to the ground and the other to the atmosphere and would be awakened by an enemy walking a mile away. He could conceal himself in a minimum of cover and find food and water in impossible places. In short, he was vastly superior to the enemy in the environment of eastern Angola, and at the height of the campaign there (1966–1974) this small force accounted for 60 per cent of all enemy kills. This book is the story of how they came to be formed and organized, their initial teething difficulties, and their unqualified successes.

Wendy Hunter explores civil-military relations in Brazil following the transition to civilian leadership in 1985. She documents a marked, and surprising, decline in the political power of the armed forces, even as they have remained involved in national policy making. To account for the success of civilian politicians, Hunter invokes rational-choice theory in arguing that politicians will contest even powerful forces in order to gain widespread electoral support. Many observers expected Brazil's fledgling democracy to remain under the firm direction of the military, which had tightly controlled the transition from authoritarian to civilian rule. Hunter carefully refutes this conventional wisdom by demonstrating the ability of even a weak democratic regime to expand its autonomy relative to a once-powerful military, thanks to the electoral incentives that motivate civilian politicians. Based on interviews with key participants and on extensive archival research, Hunter's analysis of developments in Brazil suggests a more optimistic view of the future of civilian democratic rule in Latin America.
