Scientists in the late twentieth century are not the first to view galaxy formation as a phenomenon worthy of explanation in terms of the known laws of physics. Already in 1754 Kant regarded the problem as essentially solved. In his Univerlal Natural Hutory and Theory 0/ the H eaven$ he wrote; "If in the immesurable space in which all the suns of the Milky Way have formed themselves, we assume a point around which, through some cause or other, the first formation of nature out of chaoo began, there the largest mass and a body of extraordinary attraction will have arisen which has thereby become capable of compelling all the systems in the process of being formed within an enormous sphere around it, to fall towards itself as their centre, and to build up a system around it on the great scale . . . . Observation puts this conjecture almost beyond doubt. " More than 200 years later, a similar note of confidence was voiced by Zel'dovicb at an IAU symposium held in Tallin in 1911; "Extrapolating . . . to the next symposium somewhere in the early eighties one can be pretty sure that the question of the formation of galaxies and clusters will be solved in the next few years. " Perhaps few astronomers today would share Kant's near certainty or feel that Zel'dovich's prophecy has been fulfilled, Many, however, will sympathize with the optimistic olltlook of these two statements.

The idea of the organization of a Symposium on Spiral Structure came at a special meeting of Commission 33 on Spiral Structure during the 12th General Assembly of the IAU in Prague, 1967. So much interest was shown during this meeting that one of us proposed a special Symposium on the 'Spiral Structure of Our Galaxy' for 1969. The response was immediate and it was finally agreed upon holding the Symposium in Basel, a center of galactic research in the center of Europe. During the next months a special 'List of Problems', related to this Symposium, was sent to many prospective participants by the president of Commission 33. This stimulated an increase of interest in problems of galactic spiral structure and a con centrated effort on some problems. The organizing Committee of the Symposium was composed of Drs. L. Woltjer (president), W. Becker, A. Blaauw, B. J. Bok, G. Contopoulos, F. J. Kerr, C. C. Lin, S. W. McCuskey and S. B. Pikel'ner. Most of the work for the organization of the Symposium was carried by Dr. L. W oltjer. The Local Committee, composed of Drs. W. Becker, U. W. Steinlin, R. P. Fenkart, and G. A. Tammann, made every effort to secure the success of the Symposium. Most of the credit goes to Dr. Steinlin. The Symposium was supported financially by the IAU and by the Swiss National Science Foundation. The meetings took place at the University of Basel, which provided also secretarial help and many other facilities.

At close inspection every galaxy appears to have its own individuality.A galaxy can be warped, lop-sided, doubly-nucleated, boxy or disky, ... in its own specific, peculiar way. Hence, for a complete description, galaxy taxonomy may ask for finer and finer classification schemes. However, for some applications it may be more fruitful to let details aside and focus on some global properties of galaxies. One is then seeking to measure just a few quantities for each galaxy, a minimum set of globalobservables that yet captures some essential aspect of these objects. One very successful example of this approach is offered by the scaling rela tions of galaxies, the subject of the international workshop held at ESO head quarters in Garching on November 19-21, 1996. Discovered in the late 1970's, the Tully-Fisher relation for the spirals and the Faber-Jackson relation, or its more recent version the Fundamental Plane, for ellipticals have now become flourishing fields of astronomical research in their own right, as well as being widely used tools for a broad range of astronomical investigations. The work shop was designed to address three key issues on galaxy scaling relations, i.e., their Origins, Evolution, and Applications in astronomy. The Origins of galaxy scaling relations still escape our full understanding.
