This landscape report on the current status of activities related to medical countermeasures (MCMs) for pandemic response underscores the urgent need for action in this critical area. From bolstering research and development to diversifying manufacturing capacities, coordinating global procurement efforts, ensuring equitable allocation approaches for these lifesaving interventions, and making sure arrangements are in place so that they reach the very last mile and enable appropriate use by those in need, the journey toward pandemic preparedness traverses a multifaceted landscape. Yet, despite the progress made, critical gaps in MCM-related aspects remain, and vulnerabilities urgently need to be addressed. This report explores scientific advancements and ongoing or planned activities in the field of MCMs. While there is much progress to note and acknowledge, it is evident that significant work remains to strengthen our abilities to prepare for and respond to pandemics. Moreover, no single entity can tackle this monumental task alone. A network of networks is needed, wherein collaboration and coordination among regional and global health actors are strengthened, ensuring a coherent, streamlined, and accountable approach to pandemic preparedness. This report emphasizes the importance of collective effort in navigating the complex landscape of medical countermeasures and enhancing global health security.

The report on the interim Medical Countermeasures Network (i-MCM-Net) provides an overview of the network's second annual partners meeting, held in Geneva, Switzerland, from 17 to 19 September 2024. The event brought together 100 participants from 30 organizations to strengthen global collaboration and ensure timely and equitable access to medical countermeasures (MCM) in response to public health emergencies. It highlights key discussions aimed at advancing these goals. The i-MCM-Net’s strategic framework, theory of change and logic model were presented, focusing on aligning partner activities, leveraging collective expertise, and coordinating resources. The meeting explored the MCM ecosystem through the lens of the end-to-end value chain, including fast-track research and development (R&D), scalable manufacturing, integrated health emergency supply chains, delivery systems, and financing. Partners identified 32 actionable steps and key considerations across the MCM value chain, summarized in detailed accounts of roundtable and breakout group sessions. The meeting also introduced approaches for developing the i-MCM-Net High-Level Implementation Plan, which is designed to guide operational workstreams, align objectives, and establish key milestones for implementation.
