The U.S. Army War College, in cooperation with the Association of the United States Army (AUSA), the U.S. Naval War College, and the Atlantic Council of the United States, cosponsored a symposium in late F%ebruary 1997 to examine the topic, ̀1National Defense into the 21st Century: Defining the Issues.'1 The purpose of this symposium was to relate the national interests of the United States to its long-term military requirements and to define those challenges which will face the Department of Defense, as well as those issues most pertinent to each of the military services. This symposium was a sincere effort by individuals from the various services, the Army1s and the Navy1s premier professional military education institutions, AUSA, and the Atlantic Council to search for a common under- standing of the difficult issues facing all the services jointly and each of them individually. Over a period of two days, through four panels and three special addresses, the presenters and more than 100 attendees engaged in an enlightening and productive exchange of ideas and points of view. What follows is a report on the four individual panels and the comments of the Honorable John D. White, the Deputy Secretary of Defense; Major General Mark K. Hamilton, U.S. Army, Vice Director for F%orce Structure, Resources, and Assessment on the Joint Staff; and retired U.S. Army General Andrew J. Many defense observers and government officials, including some Members of Congress, are concerned that the U.S. military faces a readiness crisis. The Department of Defense has used readiness as a central justification for its FY2017 and FY2018 funding requests. Yet what makes the U.S. military ready is debated. This report explains how differing uses of the term readiness cloud the debate on whether a readiness crisis exists and, if so, what funding effort would best address it. CRS has identified two principal uses of the term readiness. One, readiness is used in a broad sense to describe whether military forces are able to do what the nation asks of them. In this sense, readiness encompasses almost every aspect of the military. Two, readiness is used more narrowly to mean only one component of what makes military forces able. In this second sense, readiness is parallel to other military considerations, like force structure and modernization, which usually refer to the size of the military and the sophistication of its weaponry. Both uses embody accepted concepts: the broader use capturing the military These two senses of the term are interdependent. Today, most observers assume the military should be as ready as possible in the narrow sense, but in past eras some favored accepting lower readiness in a narrow sense in order to redirect resources in ways they felt improved the military Use of either sense of readiness affects Congress in a broad sense, asserting the U.S. military is not prepared for the challenges it faces largely because of its size or the sophistication of its weapons. Most observers who do not see a crisis tend to use readiness in a narrow sense, assessing only the state of training and the status of current equipment.

Who defines defense policy in the North Atlantic Alliance? Is it NATO, the national government, or the national military? Dutch scholar Jan Willem Honig addresses this widely misunderstood issue. His conclusion--which runs counter to the conventional wisdom that NATO is highly influential--is that the decisive influence in defining defense policy lies neither with NATO nor the allied governments but with the individual national military establishments. He argues that the Alliance does not possess the powers or the institutional framework to effectively control or steer allied defense policies. Honig's important and timely conclusion challenges conventional wisdom. He analyzes the issue in a detailed case study of the Netherlands' defense policy between 1949 and 1991. Because the fabric of Western security is undergoing its most radical transformation since NATO's inception, this study is especially valuable for its analysis of the changing parameters of European defense requirements.
