At the heart of modern democracy lies the public sphere, which is most centrally shaped by those actors that integrate it discursively: the mass media. The media draw together the different strands of political debates; they grant access to some actors and arguments while excluding others and thus decisively mould the political process. In this book, Thomas Häussler examines how the media reflect and react to the wider context in which they are embedded. More specifically, he focuses on whether their discourse demonstrates systematic differences with regard to the two main public sphere types that they co-constitute, according to deliberative theory, focussing in particular on the work of Jürgen Habermas. The Media and the Public Sphere promotes a deeper and more detailed understanding of the political process by foregrounding the complex relationships between the media and the public discourse they constitute. It examines how the media co-create relationships of power, analyses the structure of these discursive networks and illuminates the effects that different deliberative coalition types have on political debates.

Public deliberation is essential to democracy, but the public can be fooled as well as enlightened. In three case studies of media coverage in the 1990s, Benjamin Page explores the role of the press in structuring political discussion. Page shows how the New York Times presented a restricted set of opinions on whether to go to war with Iraq, shutting out discussion of compromises favored by many Americans. He then examines the media's negative reaction to the Bush administration's claim that riots in Los Angeles were caused by welfare programs. Finally, he shows how talk shows overcame the elite media's indifference to widespread concern about Zoe Baird's hiring of illegal aliens. Page's provocative conclusion identifies the conditions under which media outlets become political actors and actively shape and limit the ideas and information available to the public. Arguing persuasively that a diversity of viewpoints is essential to true public deliberation, this book will interest students of American politics, communications, and media studies.

Jürgen Habermas is arguably the most influential social theorist and philosopher of the twentieth century, and his imprint on media and communication studies extends well into the twenty-first. This book lucidly unpacks Habermas’s sophisticated contributions to the study of media, centering on the three core concepts for which his work is best known: the public sphere, communicative action, and deliberative democracy. Habermas and the Media offers an accessible introduction, as well as a critical investigation of how Habermas’s thinking can help us to understand and assess our contemporary communication environment – and where his framework needs revision and extension. Full of original and sometimes surprising insights, this book is essential reading for scholars and students of media, political communication, and democracy, as well as anyone seeking guidance through Habermas’s rich world of thought.

As Democracy Goes, So Does Journalism: Evolution of Journalism in Liberal, Deliberative, and Participatory Democracy explores the symbiotic relationship between democracy and journalism in an engaging historical narrative. From a liberal to a deliberative and to a participatory model, theories and practices of democracy are constantly looking for better governance. How is journalism evolving to match the vibrant changes in its democratic counterpart? This book suggests that the dominant trustee model of journalism that flourished in liberal democracy has waned; the civic-minded public journalism in deliberative democracy has had ups and downs; and the free-wheeling citizen journalism in participatory democracy is now under the spotlight, whether for its brilliance or ill repute. This book attempts to answer the vital questions facing journalism today, namely its identities, functions, and relationship to democracy and the good life. Scholars and students of journalism as well as the public interested in the past, present, and future of journalism will find this book valuable.

Deliberative democracy can be defined as a political system based on citizens' voluntary and free discussions on public issues. Most scholars have discussed deliberative democracy within normative boundaries. However, based primarily on Katz's interpretation of Tarde, this study finds the concept of public sphere a useful framework for operationalizing the normative concept of deliberative democracy, since the four components of the public sphere-news media use, interpersonal communication, opinion formation, and political participation-provide us with empirically testable categories. This study tests the validity of theories of deliberative democracy through examining the inter-relationships among the four components of the public sphere. Methodologically, it includes a set of 63 items to probe where people talk and what they talk about in their daily life. An experimental treatment (a "stop-and-talk" question) is also included in the survey to simulate the effects of real conversation. Through a set of data gathered from a nationwide survey, sufficient evidence was found to support the basic hypotheses: (1) news media use encourages people to have political conversation, (2) news media use and political conversation tend to enhance the quality of opinions (measured by consistency, opinionation, and consideredness), (3) news media use, political conversation, and enhanced opinions encourage political participation. The significance of this study is that: (1) unlike other media effects studies, its dependent variables are not just of opinion positions or attitude changes, but also opinion quality; (2) it does not consider media alone, but deals with the combined effects of interpersonal communication (conversation) and mass media (news media use); (3) it combines an experimental design with a nationwide survey; and (4) it assumes that the effects of mass media do not stop at people's attitudes, but are extended to their activities.
