"This chapter outlines four interrelated but conceptually distinct claims that have been made by proponents of the democratic myopia thesis. It has been argued that democratic systems are functionally shortsighted because of: 1) the myopic preferences of voters; 2) the political dynamics of short electoral cycles; 3) the fact that future others who will be affected by our decisions cannot be included in our decision making processes; and 4) the reality that democratic processes are often captured by powerful actors with dominant short-term objectives. When taken together these four arguments make a persuasive case for why democracies might be functionally shortsighted. This chapter - and the book as a whole - argues that we do not need to choose between our normative commitments to democracy and the well-being of our future selves and future others, because there are democratic responses to each of these components of the democratic myopia thesis"--

The theory of deliberative democracy promotes the creation of systems of governance in which citizens actively exchange ideas, engage in debate, and create laws that are responsive to their interests and aspirations. While deliberative processes are being adopted in an increasing number of cases, decision-making power remains mostly in the hands of traditional elites. In Democratic Illusion, Genevieve Fuji Johnson examines four representative examples: participatory budgeting in the Toronto Community Housing Corporation, Deliberative Polling by Nova Scotia Power Incorporated, a national consultation process by the Canadian Nuclear Waste Management Organization, and public consultations embedded in the development of official languages policies in Nunavut. In each case, measures that appeared to empower the public failed to challenge the status quo approach to either formulating or implementing policy. Illuminating a critical gap between deliberative democratic theory and its applications, this timely and important study shows what needs to be done to ensure deliberative processes offer more than the illusion of democracy.

Explores the challenges and possibilities of long-term governance in democratic systems This book brings together political philosophers, democratic theorists, empirical political scientists and policy experts to examine how democratic systems might be designed so that the long-term consequences of our decisions are considered in policymaking processes. It examines these topics from many different perspectives – it is interdisciplinary and globally oriented – but it also explores Finland as an example of how future-regarding governance might be done. Finland has one of the most advanced governmental foresight systems in the world, including a unique parliamentary institution called the ‘Committee for the Future’, and it has enjoyed a stable, multiparty government for decades. The contributors identify tensions between the present and the future, as well as between reversibility and commitment, independence and politicisation, and trust and critique, which have to be navigated in order to achieve long-term, collective goals.
