Während Polizei und Öffentlichkeit eine eher defizitorientierte Haltung zur Jugenddelinquenz vorbringen, hat sich die Jugendhilfe im Umgang mit Jugenddelinquenz einer entstigmatisierenden, entkriminalisierenden und entdramatisierenden Haltung verschrieben. Zudem ist aber auch eine kommunale Delinquenzprophylaxe in der Kinder-und Jugendarbeit gesetzlich vorgeschrieben. Vor diesem Hintergrund soll die zentrale Fragestellung dieser Arbeit herausgearbeitet werden: Welche Chancen und Grenzen hat die Kinder- und Jugendarbeit vor dem Hintergrund der gesellschaftlichen und wissenschaftlichen Diskurse in Bezug auf Delinquenz, (Ent-)Kriminalisierung und (Ent-)Stigmatisierung? Ziel dieser Arbeit ist es, bestehende Handlungsmöglichkeiten sowie entsprechende Weiterentwicklungsmöglichkeiten und Konsequenzen aufzuzeigen. Für eine Bewertung der Kinder- und Jugendarbeit ist es neben einer gezielten Analyse der Ursachen von Delinquenz notwendig, auch auf die Kriminalisierungsprozesse im öffentlichen Diskurs einzugehen. Nach der Erklärung einiger wichtiger Begrifflichkeiten soll hierzu der Diskurs zur "Ausländerkriminalität" analysiert werden, um zu zeigen, was reale und was konstruierte Grundlagen der Delinquenz von Kindern und Jugendlichen mit Migrationshintergrund sind. Anhand einer Analyse der polizeilichen Kriminalstatistik und Erkenntnissen der kriminologischen Forschung soll dabei herausgearbeitet werden, welche Bereiche medial konstruiert sind bzw. im öffentlichen Diskurs undifferenziert diskutiert werden und welches Bild von Kindern und Jugendlichen mit Migrationshintergrund dadurch entsteht.

Many theories--from the routine to the bizarre--have been offered up to explain the crime decline of the 1990s. Was it record levels of imprisonment? An abatement of the crack cocaine epidemic? More police using better tactics? Or even the effects of legalized abortion? And what can we expect from crime rates in the future? Franklin E. Zimring here takes on the experts, and counters with the first in-depth portrait of the decline and its true significance. The major lesson from the 1990s is that relatively superficial changes in the character of urban life can be associated with up to 75% drops in the crime rate. Crime can drop even if there is no major change in the population, the economy or the schools. Offering the most reliable data available, Zimring documents the decline as the longest and largest since World War II. It ranges across both violent and non-violent offenses, all regions, and every demographic. All Americans, whether they live in cities or suburbs, whether rich or poor, are safer today. Casting a critical and unerring eye on current explanations, this book demonstrates that both long-standing theories of crime prevention and recently generated theories fall far short of explaining the 1990s drop. A careful study of Canadian crime trends reveals that imprisonment and economic factors may not have played the role in the U.S. crime drop that many have suggested. There was no magic bullet but instead a combination of factors working in concert rather than a single cause that produced the decline. Further--and happily for future progress, it is clear that declines in the crime rate do not require fundamental social or structural changes. Smaller shifts in policy can make large differences. The significant reductions in crime rates, especially in New York, where crime dropped twice the national average, suggests that there is room for other cities to repeat this astounding success. In this definitive look at the great American crime decline, Franklin E. Zimring finds no pat answers but evidence that even lower crime rates might be in store.

Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? Police-citizen relations are in the public spotlight following outbursts of anger and violence. Such clashes often happen as a response to fatal police shootings, racial or ethnic discrimination, or the mishandling of mass protests. But even in such cases, citizens’ assessment of the police differs considerably across social groups. This raises the question of the sources and impediments of citizens’ trust and support for police. Why are police-citizen relations much better in some countries than in others? Are police-minority relations doomed to be strained? And which police practices and policing policies generate trust and legitimacy? Research on police legitimacy has been centred on US experiences, and relied on procedural justice as the main theoretical approach. This book questions whether this approach is suitable and sufficient to understand public attitudes towards the police across different countries and regions of the world. This volume shows that the impact of macro-level conditions, of societal cleavages, and of state and political institutions on police-citizen relations has too often been neglected in contemporary research. This Brief presents the first major release of findings from the Third International Self-Report Delinquency Study (ISRD3). ISRD is a major international research collaboration that now covers some 35 countries. It surveys young people aged 12 to 16 in their schools, asking about their experience of crime – both as offenders and as victims – and about their attitudes to crime and justice and about their home and school life. ISRD1 was carried out in 1991-1992 and ISRD2 in 2006-2008. ISRD findings presented here cover the 27 ISRD3 countries for which data are already available, with a total sample approaching 63,000 young people. For most of these countries, the samples are drawn from two major cities. This volume provides key findings on self-reported offending and on victimization.Chapter 1 set the scene, and describes the background to ISRD3. Chapter 2describes the methods used in the survey; respondents complete the ISRD questionnaire either in paper format or – increasingly – using a standardized internet program. Chapter 3 covers key findings on self-reported offending, including the important finding that preparedness to disclose offending varies according to cultural context. Chapter 4 presents findings on victimization, including important new findings on hate crime and the use of parental violence, as well as coverage of more conventional forms of crime. A final chapter summarizes the results and draws out their implications. Crime in the streets has remained consistently among the most conspicuous aspects of the American political landscape. Sasson argues that the significance of our national pre-occupation with the issue depends on how it is constructed or "framed" in the mass media and in everyday conversation. Drawing on the methodology for analyzing issue frames in political discourse developed by William Gamson (who has contributed a foreword to this book), Sasson identifies the five interpretative frames that comprise the crime debate: Faulty System, Social Breakdown, Blocked Opportunities, Media Violence, and Racist System. Tracking the performances of these frames in twenty small group discussions among black and white urbanites, and in a sample of newspaper columns, he demonstrates that the two "generally conservative" frames, Faulty System and Social Breakdown, are by far the most prominent. He explains their prominence in the group discussions through a careful analysis of the ideational resources (popular wisdom, personal experience, media discourse) used by the participants. Sasson's empirical findings lead him to conclude that the American preoccupation with crime will generate recurrent demands for a more expansive and punitive criminal justice system and new support for conservative politicians and their causes. Apart from its contribution to the understanding of the civic role of crime and of the politics of crime control, Crime Talk also advances a methodology for framing popular discourse, and a theoretical perspective on how ordinary citizens make sense of social problems.
