Do transparency and publicity have the power to civilise politics? In deliberative democratic theory this is a common claim. Publicity, it is argued, forces actors to switch from market-style bargaining to a behaviour more appropriate for the political sphere, where the proper way of reaching agreement is by convincing others using public-spirited arguments. Daniel Naurin has conducted the first comprehensive analysis and test of the theory of publicity's civilising effect. The theory is tested on business lobbyists - presumably the most market-oriented actors in politics - acting on different arenas characterised by varying degrees of transparency and publicity. Innovative scenario-interviews with lobbying consultants in Brussels and in Stockholm are compared and contrasted with a unique sample of previously confidential lobbying letters. The results are both disappointing and encouraging to deliberative democratic theorists. While the positive force of publicity seems to be overrated, it is found that even behind closed doors business lobbyists must adapt to the norms of the forum.

The Lisbon treaty of 2009 reinforced this effect drastically as EU institutions became more powerful. Consequently, there was a shift in the lobbying strategy of many interest groups increasingly focusing on EU decision makers instead of state governments. In 2017, approximately 15,000 lobbyists were positioned in Brussels. The rising trend of lobbying in the EU has several effects on policy and decision making of EU institutions. The European Union finds itself in a challenging position due to the rise of eurosceptic parties, problems with European integration, the economic crisis, and the overall concern about the democratic legitimacy of the EU. Legitimacy as a concept describes the rightfulness of a government in terms of either doing the right thing in the right way with the right people or in terms of political sciences as the overall belief of society in the rightness of the system. The legitimacy of the EU is debatable, and lobbying is on a rising trend. Therefore, this paper addresses the following research question: Does lobbying facilitates or impedes EU’s legitimacy? Firstly, the paper focuses on the definitions of the key concepts and links them to the EU. Secondly, responsible lobbying will be discussed. Additionally, the paper will investigate the relationship between lobbying in the EU and legitimacy more in depth, by using the author's own framework, while considering several dimensions and scales of lobbying and by citing multiple examples. Lastly, a conclusion will be given.

Having information is key for most political decisions – both for decision-makers and societal actors. This is especially crucial in democratic countries where external stakeholders are invited to participate in decision-making pro- cesses. Assuming that every actor that gets involved in decision-making processes has a particular lobbying goal, there is a heterogeneous set of actors competing against each other to provide information to the decision-makers. This competition leads some stakeholders to be more successful in achieving their goals than others. Frames, and the framing of information, play an important role in such lobbying success. In this book, Daniel Rasch questions whether and, if so, how, information impacts lobbying success and shows how various actors perform in three instances of European decision-making. He does so by combining findings from a qualitative content analysis with the results of a cross-case analysis using the quantified qualitative data. The new dataset contains a representative sample of over 200 position papers from EU level and national consultations, press releases and evidence from national stakeholders in Germany, Sweden and the United Kingdom. Lobbying Success in the European Union effectively bridges research on interest mediation and framing studies, and offers a new model for measuring stakeholders’ success. This new and pragmatic approach to study lobbying success using a traceable and easy to use instrument can be adapted to any policy analysis and any issue.
