Excerpt from Democracy and Nationalism in Education: Syllabus and Readings for a Course in History of Education From the French Revolution to the Present Time The earliest stage of political development occurred with the fixing of tribal groups in a definite habitat. The earliest form of this was the city state with its environing dependencies. These g early states looked upon all other groups as hostile and unworthy of existence, except as they became subordinated. This incor poration was usually accomplished by force, which process tended to destroy the distinctive cultural features of the minor; groups. In other words, the groups expanding by military power led by dynastic ability and ambition looked upon political organ ization as all-inclusive. With the Roman Empire this tendency became substantially a reality. With the Christianization of the Roman Empire the ecclesiastical ideal and pretention paral leled the political one and both became coterminous with civilization. This belief in the universal scope of political organization constituted in form the world's political theory long after the actual conditions were changed. The Holy Roman Empire which expressed this theory in the early modern period was only destroyed by Napoleon in 1804. This volume has its origin in the Francis T. Villemain Memorial lectures at San Jose State University – a lecture series established in 1992 to honor the memory of 1 Dean Francis T. Villemain. All the essays in this volume, with the exception of those by Gert Biesta, Susan Verducci, and Michael Katz, were developed from l- tures given as part of the series. The general rubric of the lectures was “democracy, education, and the moral life” – a title reflecting Villemain’s lifelong love of the work of John Dewey whose preface to his famous work in 1916, Democracy and Education, suggested that the purpose of education was to develop democratic ci- zens, citizens infused with the spirit of democracy and the capacity to think and act intelligently within democratic settings. Of course, for Dewey, democracy was not to be conceived of as merely a political form of government, but as a shared form of social life, one that was inclusive rather than exclusive and one that was capable of adapting to the changing features of contemporary social and political reality. Francis T. Villemain’s appreciation for the intersections of the values of dem- racy, education, and the moral life was heightened by his doctoral work at Teachers College, Columbia University in the 1950s – where Dewey’s legacy remained a powerful one. But it also continued during his career at Southern Illinois University where he collaborated in compiling and editing the collected works of John Dewey.

This book offers a fresh and comparative approach in questioning what education is being used for and what the effects of the politicisation of education are on Asian societies in the era of globalisation. Education has been used as a political tool throughout the ages and across the whole world to define national identity and underlie the political rationale of regimes. In the contemporary, globalising world there are particularly interesting examples of this throughout Asia, ranging from the new definition of Indian national identity as a Hindu identity (to contrast with Pakistan's Islamic identity), to particular versions of nationalism in China, Japan, Singapore and Vietnam. In Asia education systems have their origins in processes of state formation aimed either at bolstering 'self-strengthening' resistance to the encroachments of Western and/or Asian imperialism, or at furthering projects of post-colonial nation-building. State elites have sought to popularise powerful visions of nationhood, to equip these visions with a historical 'back-story', and to endow them with the maximum sentimental charge. This book explores all of these developments, emphasising that education is seen by nations across Asia, as elsewhere, as more than simply a tool for economic development, and that issues of national identity and the tolerance - or lack of it - of ethnic, cultural or religious diversity can be at least as important as issues of literacy and access.
