Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. It is often suggested that political parties are becoming increasingly alike, and that party politics has turned into an elite affair where political professionals collude to further their self-interest rather than work to represent the interests of their constituents. In recent decades this diagnosis has been famously associated with Richard Katz and Peter Mair's cartel party theory. Yet so far this controversial thesis has not been subjected to systematic empirical scrutiny, nor has its conceptual and normative underpinnings been properly considered. In this volume a group of political scientists with different specialisations take on this task, focusing empirically on the Swedish party system, which the originators of the cartel party theory have suggested is especially conducive to the formation of party cartels. Collecting new and unique qualitative and quantitative data, the volume casts serious doubt on the validity of the cartel party theory as an explanation for party system change.

Are political parties the weak link in Indonesia's young democracy? More pointedly, do they form a giant cartel to suck patronage resources from the state? Indonesian commentators almost invariably brand the country's parties as corrupt, self-absorbed, and elitist, while most scholars argue that they are poorly institutionalized. This book tests such assertions by providing unprecedented and fine-grained analysis of the inner workings of Indonesian parties, and by comparing them to their equivalents in other new democracies around the world.Contrary to much of the existing scholarship, the book finds that Indonesian parties are reasonably well institutionalized if compared to their counterparts in Latin America, Eastern Europe, and other parts of Asia. There is also little evidence that Indonesian parties are cartelized. But there a significant flaw in the design of Indonesia's party system: while most new democracies provide state funding to parties, Indonesia has opted to deny central party boards any meaningful subsidies. As a result, Indonesian parties face severe difficulties in financing their operations, leading them to launch predatory attacks on state resources and making them vulnerable to manipulation by oligarchic interests.

Political parties are one of the core institutions of democracy. But in democracies around the world—rich and poor, Western and non-Western—there is growing evidence of low or declining public confidence in parties. In membership, organization, and popular involvement and commitment, political parties are not what they used to be. But are they in decline, or are they simply changing their forms and functions? In contrast to authors of most previous works on political parties, which tend to focus exclusively on long-established Western democracies, the contributors to this volume cover many regions of the world. Theoretically, they consider the essential functions that political parties perform in democracy and the different types of parties. Historically, they trace the emergence of parties in Western democracies and the transformation of party cleavage in recent decades. Empirically, they analyze the changing character of parties and party systems in postcommunist Europe, Latin America, and five individual countries that have witnessed significant change: Italy, Japan, Taiwan, India, and Turkey. Oligarchic Cartelization in Post-Suharto Indonesia By: Boni Hargens As detailed in Oligarchic Cartelization in Post-Suharto Indonesia, a few ruling individuals from party organizations overpowered Indonesia’s post-authoritarian, representative democracy. The legislative process of the 2017 Election Act was the case study employed to examine this assumption. The underlying thinking was that there was a contest between “wealth power” (oligarchy) and “participation power” (democracy). The power of wealth controls the party and government institutions. Notwithstanding the presence of participation power, there was, however, no balance between wealth power and participation power, because the formal control of politics was in the hands of party oligarchs. This study is purposed to bridge the gap in knowledge by exploring how the party oligarchs maintain the policymaking, reputedly using cartelized strategies, to defend the status quo. By employing the oligarchy and cartelization concepts, the central question of this inquiry focused on how the party oligarchs mastered the policy process in post-Suharto Indonesia. Qualitative findings indicated that the party oligarchs engineered the legal process in parliament applying cartelized strategies to defend privileges they obtained from collusive interpenetrations with the state. Understanding the “oligarchic cartelization” theoretical postulate is a fundamental step for party members to improve their performance in public offices. The results of this study can also be a useful reference for pro-democracy activists to defend the ontological essence of public participation in implementing representative democracy at an appropriate level.

Political party organizations play large roles in democracies, yet their organizations differ widely, and their statutes change much more frequently than constitutions or electoral laws. How do these differences, and these frequent changes, affect the operation of democracy? This book seeks to answer these questions by presenting a comprehensive overview of the state of party organization in nineteen contemporary democracies. Using a unique new data collection, the book's chapters test propositions about the reasons for variation and similarities across party organizations. They find more evidence of within-country similarity than of cross-national patterns based on party ideology. After exploring parties' organizational differences, the remaining chapters investigate the impact of these differences.
