The value of democracy is taken for granted today, even by those interested in criticizing the fundamental structures of society. Things would be better, the argument goes, if only things were more democratic. The word “democracy” means “the power of the people,” and scholars with a critical and progressive outlook often invoke this meaning as a way of justifying the honorific status accorded to the term: the power of the people to resist racism, sexism, imperialism, climate change, etc. But if the people have the power to resist these structures of domination and inequality, they also have the power to reinforce them. By treating democracy as an end in itself, political theorists of a critical bent overwhelmingly assume that the demos, if given the opportunity, will advance progressive or even radical politics. But given the recent successes of right-wing populism, and the persistence of pathological views such as climate skepticism, is this assumption still warranted? If not, then can democracy really save us?

How does one speak to a large, diverse mass of ordinary, sovereign citizens and persuade them to render wise decisions? For Thucydides, Plato, and Demosthenes, who observed classical Athenian democracy in action, this was an urgent question. Harvey Yunis looks at how these three—historian, philosopher, politician respectively—explored the instructive potential of political rhetoric as a means of "taming democracy," Plato's metaphor for controlling the fractious demos through language. Yunis offers new insights into the ideas of the three thinkers: Thucydides' bipolar model of Periclean versus demagogic rhetoric; Plato's engagement with political rhetoric in the Gorgias, the Phaedrus, and the Laws; and Demosthenes' attempt both to instruct and to persuade his political audience. Yunis illuminates both the concrete historical problem of political deliberation in Athens and the intellectual and literary responses that the problem evoked. Democracy is not necessarily progressive, and will only be if we make it so. What Mondon and Winter call 'reactionary democracy' is the use of the concept of democracy and its associated understanding of the power to the people (demos cratos) for reactionary ends. The resurgence of racism, populism and the far right is not the result of popular demands as we are often told. It is rather the logical conclusion of the more or less conscious manipulation by the elite of the concept of 'the people' and the working class to push reactionary ideas. These narratives place racism as a popular demand, rather than as something encouraged and perpetuated by elites, thus exonerating those with the means to influence and control public discourse through the media in particular. This in turn has legitimised the far right, strengthened its hand and compounded inequalities. These actions diverts us away from real concerns and radical alternatives to the current system. Through a careful and thorough deconstruction of the hegemonic discourse currently preventing us from thinking beyond the liberal vs populist dichotomy, this book develops a better understanding of the systemic forces underpinning our current model and its exploitative and discriminatory basis. The book shows us that the far right would not have been able to achieve such success, either electorally or ideologically, were it not for the help of elite actors (the media, politicians and academics). While the far right is a real threat and should not be left off the hook, the authors argue that we need to shift the responsibility of the situation towards those who too often claim to be objective, and even powerless, bystanders despite their powerful standpoint and clear capacity to influence the agenda, public discourse, and narratives, particularly when they platform and legitimise racist and far right ideas and actors.

How a hybrid Confucian-engendered form of governance might solve today’s political problems What might a viable political alternative to liberal democracy look like? In Against Political Equality, Tongdong Bai offers a possibility inspired by Confucian ideas. Bai argues that domestic governance influenced by Confucianism can embrace the liberal aspects of democracy along with the democratic ideas of equal opportunities and governmental accountability to the people. But Confucianism would give more political decision-making power to those with the moral, practical, and intellectual capabilities of caring for the people. While most democratic thinkers still focus on strengthening equality to cure the ills of democracy, the proposed hybrid regime—made up of Confucian-inspired meritocratic characteristics combined with democratic elements and a quasi-liberal system of laws and rights—recognizes that egalitarian qualities sometimes conflict with good governance and the protection of liberties, and defends liberal aspects by restricting democratic ones. Centripetal democracy is the idea that legitimate democratic institutions set in motion forms of citizen practice and representative behaviour that serve as powerful drivers of political identity formation. Partisan modes of political representation in the context of multifaceted electoral and direct democratic voting opportunities are emphasised on this model. There is, however, a strain of thought predominant in political theory that doubts the democratic capacities of political systems constituted by multiple public spheres. This view is referred to as the lingua franca thesis on sustainable democratic systems (LFT). Inadequate democratic institutions and acute demands to divide the political system (through devolution or secession), are predicted by this thesis. By combining an original normative democratic theory with a comparative analysis of how Belgium and Switzerland have variously managed to sustain themselves as multilingual democracies, this book identifies the main institutional features of a democratically legitimate European Union and the conditions required to bring it about. Part One presents a novel theory of democratic legitimacy and political identity formation on which subsequent analyses are based. Part Two defines the EU as a demoi-cracy and provides a thorough democratic assessment of this political system. Part Three explains why Belgium has largely succumbed to the centrifugal logic predicted by the LFT, while Switzerland apparently defies this logic. Part Four presents a model of centripetal democracy for the EU, one that would greatly reduce its democratic deficit and ensure that this political system does not succumb to the centrifugal forces expected by the LFT.
