Why are representative democracies extensively criticised, yet remain widely aspired to throughout the world? Many citizens believe that democratic politicians operate with privileged information that allows them autonomy from genuine democratic controls, a phenomenon reinforced by the opacity of internal party politics. In established democracies throughout the world there is a widespread perception that political parties compete for power, yet no significant differences exist between them. Moreover, economic inequalities are no longer redressed by national governments in a world where markets are dominant and relevant decisions have been taken out of domestic politics. Citizens vote, but their choice is hardly relevant. This has led to widespread demands for 'more' democracy. But what does that mean in practice? Two years later, his predictions were borne out by the rise to power of a series of political outsiders whose economic nationalism and authoritarian tendencies threatened to destabilize the entire international order. These populist nationalists seek direct charismatic connection to “the people,” who are usually defined in narrow identity terms that offer an irresistible call to an in-group and exclude large parts of the population as a whole. Demand for recognition of one’s identity is a master concept that unifies much of what is going on in world politics today. "The conventional wisdom is that a growing middle class will give rise to democracy. Yet the middle classes of the developing world have grown at a remarkable pace over the past two decades, and much of this growth has taken place in countries that remain nondemocratic. Rosenfeld explains this phenomenon by showing how modern autocracies secure support from key middle-class constituencies. Drawing on original surveys, interviews, archival documents, and secondary sources collected from nine months in the field, she compares the experiences of recent post-communist countries, including Russia, the Ukraine, and Kazakhstan, to show that under autocracy, state efforts weaken support for democracy, especially among the middle class. When autocratic states engage extensively in their economies - by offering state employment, offering perks to those to those who are loyal, and threatening dismissal to those who are disloyal - the middle classes become dependent on the state for economic opportunities and career advancement, and, ultimately, do not support a shift toward democratization. Expanding a traditional vision of the institutions of representative democracy, Douglas A. Chalmers examines six aspects of political practice relating to the people being represented, the structure of those who make law and policy, and the links between those structures and the people. Chalmers concludes with a discussion of where successful reform needs to take place: we must pay attention to a democratic ordering of the constant reconfiguration of decision making patterns; we must recognize the crucial role of information in deliberation; and we must incorporate noncitizens and foreigners into the political system, even when they are not the principal beneficiaries.

When the Supreme Court in 2003 struck down a Texas law prohibiting homosexual sodomy, it cited the right to privacy based on the guarantee of "substantive due process" embodied by the Constitution. But did the court act undemocratically by overriding the rights of the majority of voters in Texas? Scholars often point to such cases as exposing a fundamental tension between the democratic principle of majority rule and the liberal concern to protect individual rights. Democratic Rights challenges this view by showing that, in fact, democracy demands many of these rights. Corey Brettschneider argues that ideal democracy is comprised of three core values--political autonomy, equality of interests, and reciprocity--with both procedural and substantive implications. These values entitle citizens not only to procedural rights of participation (e.g., electing representatives) but also to substantive rights that a "pure procedural" democracy might not protect. What are often seen as distinctly liberal substantive rights to privacy, property, and welfare can, then, be understood within what Brettschneider terms a "value theory of democracy." Drawing on the work of John Rawls and deliberative democrats such as Jürgen Habermas, he demonstrates that such rights are essential components of--rather than constraints on--an ideal democracy. Thus, while defenders of the democratic ideal rightly seek the power of all to participate, they should also demand the rights that are the substance of self-government.
