This book seeks to "re-think democracy." Over the past years, there has been a tendency in the global policy community and, even more widely, in the world’s media, to focus on democracy as the "gold standard" by which all things political are measured. This book re-examines democracy in Russia and in the world more generally, as idea, desired ideal, and practice. A major issue for Russia is whether the modernization of Russia might not prosper better by Russia focusing directly on modernization and not worrying too much about democracy. This book explores a wide range of aspects of this important question. It discusses how the debate is conducted in Russia; outlines how Russians contrast their own experiences, unfavourably, with the experience of China, where reform and modernization have been pursued with great success, with no concern for democracy; and concludes by assessing how the debate in Russia is likely to be resolved.

This book demonstrates that people's basic values and beliefs are changing, in ways that affect their political, sexual, economic, and religious behaviour. These changes are roughly predictable: to a large extent, they can be interpreted on the basis of a revised version of modernisation theory presented here. Drawing on a massive body of evidence from societies containing 85 percent of the world's population, the authors demonstrate that modernisation is a process of human development, in which economic development gives rise to cultural changes that make individual autonomy, gender equality, and democracy increasingly likely. The authors present a model of social change that predicts how the value systems play a crucial role in the emergence and flourishing of democratic institutions - and that modernisation brings coherent cultural changes that are conducive to democratisation.

This book argues that contemporary society in Western democracies is generally misunderstood to be a pyramidal hierarchy dominated either by government or the economy. Neither view is correct. We live in a fundamentally pluralistic society divided into numerous ‘modular’ social systems each performing different functions; these include politics, public administration, the armed forces, law, economics, religion, education, health and the mass media. Because each is specialized, none of these systems are dominant and there is no overall hierarchy of power. Modernizing societies are therefore structured more like a mosaic than a pyramid. Modernization is the tendency for growth in the adaptive complexity and efficiency of the social systems. Growth in complexity is shaped by selection processes which maintain the functionality of social systems. The best examples are the market economy, science and democratic politics. The process of modernization is both inevitable and, on the whole, desirable: this constitutes the modernization imperative. Therefore, the proper question should not be whether society should modernize, but how.

Since Deng Xiaoping instituted economic reforms under the "reform and open" policy in 1978, the Chinese Communist Party has overseen a gradualist approach to modernizing China's economy. A new Chinese middle class has emerged with China's economic reforms and economic growth. According to Seymour Martin Lipset's modernization theory, there is a strong relationship between socioeconomic development and the emergence of democratic politics. The growth of an educated middle class, according to Lipset, will demand democratization as a means to achieve more participation in politics. This thesis assesses the validity of Lipset's argument that socioeconomic development is likely to result in a democratic transition through the growth of a liberal middle class in the case of contemporary China. This assessment assesses how closely China's middle class fits Lipset's model and whether China's middle class displays characteristics that suggest that Lipset's framework of democratization will hold true in China. Since spreading democracy around the world was reasserted as a long-range U.S. objective in the early 1990s, attention has focused on prospects for democratization in China. This thesis illuminates the political implications of China's growing middle class and argues that China's economic modernization does not guarantee democratization. This is important because the rationale for American politics of engagement with China rests in part on the assertion that economic growth over the long run may lead to China's democratization. Although the last half of the twentieth century has been called the Age of Democracy, the twenty-first has already demonstrated the fragility of its apparent triumph as the dominant form of government throughout the world. Reassessing the fate of democracy for our time, distinguished political theorist Ralph Ketcham traces the evolution of this idea over the course of four hundred years. He traces democracy's bumpy ride in a book that is both an exercise in the history of ideas and an explication of democratic theory. Ketcham examines the rationales for democratic government, identifies the fault lines that separate democracy from good government, and suggests ways to strengthen it in order to meet future challenges. Drawing on an encyclopedic command of history and politics, he examines the rationales that have been offered for democratic government over the course of four manifestations of modernity that he identifies in the Western and East Asian world since 1600. Ketcham first considers the fundamental axioms established by theorists of the Enlightenment—Bacon, Locke, Jefferson—and reflected in America's founding, then moves on to the mostly post-Darwinian critiques by Bentham, Veblen, Dewey, and others that produced theories of the liberal corporate state. He explains late-nineteenth-century Asian responses to democracy as the third manifestation, grounded in Confucian respect for communal and hierarchical norms, followed by late-twentieth-century postmodernist thought that views democratic states as oppressive and seeks to empower marginalized groups. Ketcham critiques the first, second, and fourth modernity rationales for democracy and suggests that the Asian approach may represent a reconciliation of ancient wisdom and modern science better suited to today's world. He advocates a reorientation of democracy that de-emphasizes group or identity politics and restores the wholeness of the civic community, proposing a return to the Jeffersonian universalism—that which informed the founding of the United States-if democracy is to flourish in a fifth manifestation. The Idea of Democracy in the Modern Era is an erudite, interdisciplinary work of great breadth and complexity that looks to the past in order to reframe the future.
