If democracy without political parties is unthinkable, what would happen if the role of political parties if the democratic process is weakened? The ongoing debate about the vitality of political parties is also a debate about the vitality of representative democracy. Leading scholars in the field of party research assess the evidence for partisan decline or adaptation for the OECD nations in this book. It documents the broadscale erosion of the public's partisan identities invirtually all advanced industrial democracies. Partisan dealignment is diminishing involvement in electoral politics, and for those who participate it leads to more volatility in their voting choices, an openness to new political appeals, and less predictablity in their party preferences. Politicalparties have adapted to partisan dealignment by strengthening their internal organizational structures and partially isolating themselves from the ebbs and flows of electoral politics. Centralized, professionalized parties with short time horizons have replaced the ideologically-driven mass parties of the past. This study also examines the role of parties within government, and finds that parties have retained their traditional roles in structuring legislative action and the function ofgovernment-further evidence that party organizations are insulating themselves from the changes transforming democratic publics. Parties without Partisans is the most comprehensive cross-national study of parties in advanced industrial democracies in all of their forms -- in electoral politics, asorganizations, and in government. Its findings chart both how representative democracy has been transformed in the later half of the 20th Century, as well as what the new style of democratic politics is likely to look like in the 21st Century.

Political parties are one of the core institutions of democracy. But in democracies around the world—rich and poor, Western and non-Western—there is growing evidence of low or declining public confidence in parties. In membership, organization, and popular involvement and commitment, political parties are not what they used to be. But are they in decline, or are they simply changing their forms and functions? In contrast to authors of most previous works on political parties, which tend to focus exclusively on long-established Western democracies, the contributors to this volume cover many regions of the world. Theoretically, they consider the essential functions that political parties perform in democracy and the different types of parties. Historically, they trace the emergence of parties in Western democracies and the transformation of party cleavage in recent decades. Empirically, they analyze the changing character of parties and party systems in postcommunist Europe, Latin America, and five individual countries that have witnessed significant change: Italy, Japan, Taiwan, India, and Turkey. As the authors show, political parties are now only one of many vehicles for the representation of interests, but they remain essential for recruiting leaders, structuring electoral choice, and organizing government. Why our belief in government by the people is unrealistic—and what we can do about it Democracy for Realists assails the romantic folk-theory at the heart of contemporary thinking about democratic politics and government, and offers a provocative alternative view grounded in the actual human nature of democratic citizens. Christopher Achen and Larry Bartels deploy a wealth of social-scientific evidence, including ingenious original analyses of topics ranging from abortion politics and budget deficits to the Great Depression and shark attacks, to show that the familiar ideal of thoughtful citizens steering the ship of state from the voting booth is fundamentally misguided. They demonstrate that voters—even those who are well informed and politically engaged—mostly choose parties and candidates on the basis of social identities and partisan loyalties, not political issues. They also show that voters adjust their policy views and even their perceptions of basic matters of fact to match those loyalties. When parties are roughly evenly matched, elections often turn on irrelevant or misleading considerations such as economic spurts or downturns beyond the incumbents' control; the outcomes are essentially random. Thus, voters do not control the course of public policy, even indirectly. Achen and Bartels argue that democratic theory needs to be founded on identity groups and political parties, not on the preferences of individual voters. Democracy for Realists provides a powerful challenge to conventional thinking, pointing the way toward a fundamentally different understanding of the realities and potential of democratic government.

This book provides an in-depth look into key political dynamics that obtain in a democracy without parties, offering a window into political undercurrents increasingly in evidence throughout the Latin American region, where political parties are withering. For the past three decades, Peru has showcased a political universe populated by amateur politicians and the dominance of personalism as the main party–voter linkage form. The study peruses the post-2000 evolution of some of the key Peruvian electoral vehicles and classifies the partisan universe as a party non-system. There are several elements endogenous to personalist electoral vehicles that perpetuate partylessness, contributing to the absence of party building. The book also examines electoral dynamics in partyless settings, centrally shaped by effective electoral supply, personal brands, contingency, and iterated rounds of strategic voting calculi. Given the scarcity of information electoral vehicles provide, as well as the enormously complex political environment Peruvian citizens inhabit, personal brands provide readymade informational shortcuts that simplify the political world. The concept of “negative legitimacy environments” is furnished to capture political settings comprised of supermajorities of floating voters, pervasive negative political identities, and a generic citizen preference for newcomers and political outsiders. Such environments, increasingly present throughout Latin America, produce several deleterious effects, including high political uncertainty, incumbency disadvantage, and political time compression. Peru’s “democracy without parties” fails to deliver essential democratic functions including governability, responsiveness, horizontal and vertical accountability, or democratic representation, among others.
