This study illustrates that assistance to human rights has been instrumental in the emergence of a voluntary sector in Ethiopia. Humanitarian assistance and socio-economic development have been notable too; however assistance to democratisation has been limited, in part due to the failure of political parties to broaden their power base. In contrast, there have been some notable local achievements in areas such as elections and press freedom.

Few would dispute the importance of donating funds and expertise to conflict-ridden societies - but such aid, however well meant, often fails to have the intended effect. This study critically evaluates international democratization assistance in postconflict societies to discern what has worked, what has not, and how aid programs can be designed to have a more positive impact. The authors offer a unique recipient perspective as they explore three dimensions of democracy promotion: elections, free media, and human rights. Drawing on the experiences of Afghanistan, Cambodia, El Salvador, Ethiopia, Guatemala, Mozambique, Rwanda, Sierra Leone, and Uganda, they suggest concrete ways in which the international community can better foster democratization in the wake of conflict.

The third in a series of publications coming out of the ongoing evaluation studies at USAID's Center for Development Information and Evaluation. Based on the hypothesis that elections in a postconflict setting are fundamentally different from those organized under normal circumstances, 13 contributions examine the planning, organization, conduct, and execution of such elections; the critical roles played by international donors; and the longer-term outcomes, particularly their impact on political and social reconciliation. Democratization emerged at a time of epochal change in global politics: the twin impacts of the end of the Soviet Union and the speeding up and deepening of globalisation in the early 1990s meant a whole new ball game in terms of global political developments. The journal’s first issue appeared in early 1994. Over time, the editorial position has been consistently to focus on ‘the third wave of democracy’ and its aftermath. The third wave is the most recent exemplar of a long-term, historical trend towards more democratically viable regimes and away from authoritarian systems and leaders. In short, the journal wants to promote a better understanding of democratization – defined as the way democratic norms, institutions and practices evolve and are disseminated both within and across national and cultural boundaries. Over the years, the many excellent articles that we have featured in the journal have shared our focus on democratization, viewed as a process. The journal has sought – and continues to seek – to build on the enduring scholarly and of course popular interest in democracy, how and why it emerges, develops and becomes consolidated. Our emphasis over the last 20 years has been contemporary and the approach comparative, with a strong desire to be both topical and authoritative. We include special reference to democratization in the developing world and in post-communist societies. In sum, just as 20 years ago, the journal today aims to encourage debate on the many aspects of democratization that are of interest to policy-makers, administrators and journalists, aid and development personnel, those involved in education, and, perhaps above all, the tens of millions of ordinary people around the world who do not (yet) enjoy the benefits of living under democratic rule. The two dozen articles collected in this ‘virtual’ special issue are emphatic proof of the power of the written word to induce debate, uncertainty, and ultimately progress towards better forms of politics, focused on the achievement of the democratic aspirations of men and women everywhere.

This book offers a new alternative to understanding the relationship between China and Africa. Here, the author not only explores the changing nature of Ethiopia’s internal politics as a result of Chinese investment and commercial links, but also compellingly questions the existing state-centric macro or strategic investigation of China-Africa relations. By thoroughly reviewing and deploying the ‘second image reversed’ approach and the relational concept of state power analytical approaches, Ziso challenges the Western-centric Weberian conceptualization of state. This volume presents an eclectic approach to interpret the state transformation in Ethiopia in light of Chinese capital, arguing for a “state in society” framework which does not treat the state as a unitary black box. This analysis challenges the conventional binary staple which is often framed on whether China is the new imperialist power plundering Africa’s resources or is Africa’s historically all-weather friend. This volume offers an original contribution to knowledge on China’s relations with Ethiopia in particular, and with Africa in general.
