This book provides a practical guide to how groups of people, everywhere, from the local village council to the United Nations Security Council, can best make collective decisions. By comparing the many voting procedures used in democratic decision-making, it explains why win-or-lose binary voting can be inaccurate and divisive, while the more inclusive preferential points system of voting can be so much more accurate and, therefore, more democratic; indeed, it is a win-win methodology. The text, essential reading for anyone interested in fair and participatory collective decision-making, also compares the most common electoral systems.

The chapters in this book deal with different, though related, topics concerning the tense relationship between democracy and diversity. On the one hand, social diversity represents an opportunity, widening the horizon of social options and perspectives of innovation, but, on the other hand, it creates problems for the social cohesion and peaceful coexistence of many groups, be they majority or minority. The chapters depart from the intrinsic connection between democracy and diversity – and the unavoidable challenges that pluralism poses to decision-making procedures – investigating, from different perspectives, how the normative requirement of fully respecting agents’ reflexive agency impacts the revision of democratic decision-making procedures and the way in which institutions react to citizens’ justice-based claims. All the contributions share the theoretical insight that diversity is one of the raisons d’être of democracy, and, still, all acknowledge that the fact of pluralism poses challenges to the legitimacy of democratic procedures of decision-making. Indeed, if citizens had the same values and preferences, collective decisions would be easily achieved and the institution of democratic procedures would be redundant. Yet the wide pluralism of doctrines, habits, social standards, and conceptions of the goods typical of contemporary societies has often led citizens to challenge the legitimacy of democratic decisions because these choices do not fit their preferences or values. To address these challenges following recent accounts of democratic decision-making, in this volume, different strategies are introduced, defended, and criticized in order to outline a perspective that is able to guide actual decision-making processes (guidance), define standards that everyone has equal opportunity to fulfil (inclusion), and grant that citizens exercise their reflexive control on the whole democratic system (reflexivity). The chapters in this book were originally published as a special issue of the Critical Review of International Social and Political Philosophy.

This book examines the democratic legitimacy of the European Union (EU) and evaluates the democratic credentials of the EU’s main decision-making procedure. It finds that though there is potential for democratic decision-making in the EU, the actual process is dominated by technocrats and secret meetings. The book assesses and discusses the conditions for democratic input in decision-making with five empirical chapters each addressing the ordinary legislative procedure from different dimensions: democratic deliberative forums, inclusion, openness, power neutralising mechanisms and decision-making capacity. The analytical framework provides for an in-depth assessment of the ordinary legislative procedure’s potential democratic qualities and examines whether it fulfils democratic criteria, how the procedure works in practice and whether it has the necessary democratic clout. The author provides both a theoretical discussion and an empirical assessment of what role the principle of democracy could play in the EU. Filling a gap in EU legislative studies and contributing to the debate on the European democratic deficit, Democratic Decision-making in the EU will be of interest to students and scholars of European Union politics, legislative studies and deliberative democracy.

Democratic Accountability written by Leif Lewin and has been published by Harvard University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2007-03-15 with Biography & Autobiography categories.

It is common for political leaders to claim they have no control over bad outcomes. Indeed, they often cite the arguments of political theorists and public intellectuals as to why: history rushes onward oblivious of human will; force and violence overcome political aims; globalization undermines the actions of national leaders; the bureaucracy sabotages their intentions; bad outcomes are often the unintended result of actions. In Democratic Accountability, Leif Lewin examines these reasons and argues that they are unconvincing. He makes his case by describing and analyzing counterexamples in seven cases, including the prevention of a communist takeover in Europe after World War II, the European Union's preventing another European war, and Margaret Thatcher's taming of the bureaucracy in Britain. In a staunch defense of the possibility for meaningful and profound democratic decision making, Lewin finds that, in fact, not only do political leaders exert a good measure of control and therefore can be assigned responsibility, but the meaning of the functioning democracy is that the people hold their leaders accountable.

Internet is starting to permeate politics much as it has previously revolutionised education, business or the arts. Thus, there is a growing interest in areas of e-government and, more recently, e-democracy. However, most attempts in this field have just envisioned standard political approaches facilitated by technology, like e-voting or e-debating. Alternatively, we could devise a more transforming strategy based on deploying web based group decision support tools and promote their use for public policy decision making. This book delineates how this approach could be implemented. It addresses foundations, basic methodologies, potential implementation and applications, together with a thorough discussion of the many challenging issues. This innovative text will be of interest to students, researchers and practitioners in the fields of e-government, e-democracy and e-participation and research in decision analysis, negotiation analysis and group decision support.
