My studies of theoretical sociology long ago led me to believe that the combination of small states into larger political aggregates must continue until all the semi-civilized, barbarian, and savage communities of the world are brought under the protection of the larger civilized nations. I became convinced also that the future of civilization will depend largely, and perhaps chiefly, upon the predominant influence of either the English-speaking people of the world or of the Russian! I Empire, according as one or the other of these two gigantic i powers wins the advantage in the international struggle for I existence. At the same time, I remained convinced that; the democratic tendencies of the nineteenth century are not likely to be checked or thwarted in our own or in future I generations. Every phase of this democratic movement has strongly interested me; and I have found myself viewing it from the standpoints of industry, of politics, and of education. This volume surveys democracy broadly as a cultural phenomenon operating in different ways across a very wide range of societies in the nineteenth-century world. In the long nineteenth century, democracy evolved from a contested, maligned conception of government with little concrete expression at the level of the state, to a term widely associated with good governance throughout the diverse political cultures of the Atlantic world and beyond. The geographical scope and public range of discussions about the meaning of democracy in this era were unprecedented in comparison to previous centuries. These lively debates involved fundamental questions about human nature, and encompassed subjects ranging from the scope of the people who would participate in self-government to the importance of social and economic issues. For these reasons, the nineteenth century has proven the formative century in the modern history of democracy. In the post-Cold War era, why has democratization been slow to arrive in the Arab world? This book argues that to understand support for the authoritarian status quo in parts of this region--and the willingness of its citizens to compromise on core democratic principles--one must factor in how a strong U.S. presence and popular anti-Americanism weakens democratic voices. Examining such countries as Jordan, Kuwait, Morocco, Palestine, and Saudi Arabia, Amaney Jamal explores how Arab citizens decide whether to back existing regimes, regime transitions, and democratization projects, and how the global position of Arab states shapes people's attitudes toward their governments. While the Cold War's end reduced superpower hegemony in much of the developing world, the Arab region witnessed an increased security and economic dependence on the United States. As a result, the preferences of the United States matter greatly to middle-class Arab citizens, not just the elite, and citizens will restrain their pursuit of democratization, rationalizing their backing for the status quo because of U.S. geostrategic priorities. Demonstrating how the preferences of an international patron serve as a constraint or an opportunity to push for democracy, Jamal questions bottom-up approaches to democratization, which assume that states are autonomous units in the world order. Jamal contends that even now, with the overthrow of some autocratic Arab regimes, the future course of Arab democratization will be influenced by the perception of American reactions. Concurrently, the United States must address the troubling sources of the region's rising anti-Americanism.

American democracy owes its origins to the colonial settlement of North America by Europeans. Since the birth of the republic, observers such as Alexis de Tocqueville and J. Hector St. John de Crèvecœur have emphasized how American democratic identity arose out of the distinct pattern by which English settlers colonized the New World. Empire of the People explores a new way of understanding this process—and in doing so, offers a fundamental reinterpretation of modern democratic thought in the Americas. In Empire of the People, Adam Dahl examines the ideological development of American democratic thought in the context of settler colonialism, a distinct form of colonialism aimed at the appropriation of Native land rather than the exploitation of Native labor. By placing the development of American political thought and culture in the context of nineteenth-century settler expansion, his work reveals how practices and ideologies of Indigenous dispossession have laid the cultural and social foundations of American democracy, and in doing so profoundly shaped key concepts in modern democratic theory such as consent, social equality, popular sovereignty, and federalism. To uphold its legitimacy, Dahl also argues, settler political thought must disavow the origins of democracy in colonial dispossession—and in turn erase the political and historical presence of native peoples. Empire of the People traces this thread through the conceptual and theoretical architecture of American democratic politics—in the works of thinkers such as Thomas Jefferson, Thomas Paine, Alexis de Tocqueville, John O’Sullivan, Ralph Waldo Emerson, Daniel Webster, Abraham Lincoln, Walt Whitman, and William Apess.
