The revolution in digital communications has altered the relationship between citizens and political elites, with important implications for democracy. As new information ecosystems have evolved, as unforeseen examples of their positive and negative consequences have emerged, and as theorizing, data, and research methods have expanded and improved, the central question has shifted from if the digital information environment is good or bad for democratic politics to how and in what contexts particular attributes of this environment are having an influence. It is only through the careful analysis of specific cases that we can begin to build a more comprehensive and nuanced understanding of the role of digital media in democratic theory and practice. The essays in Digital Media and Democratic Futures focus on a variety of information and communication technologies, politically relevant actors, substantive issues, and digital political practices, doing so from distinct theoretical perspectives and methodological approaches. Democracy promotion has been an influential policy agenda in many Western states and international organisations, and amongst many NGO actors. But what kinds of models of democracy do democracy promoters promote? This book examines in detail the conceptual orders that underpin democracy support activity, and the conceptions of democracy that democracy promoters, consciously or inadvertently, work with. Such an examination is not only timely but much-needed in today’s context of multiple democratic and financial crises. Contestation over democracy’s meaning is returning, but how is this contestation reflected, if at all, in democracy promotion policies and practices? Seeking to open up debate on multiple models of democracy, this text provides the reader not only with the outlines of various possible politico-economic models of democracy, but also with a close empirical engagement with democracy promoters’ discourses and practices. Drawing on a broad spectrum of examples, it exposes the challenges faced by Western governments in trying to reshape the political and economic landscape across the world and tentatively advances a set of concrete policy provocations which may enable a more pluralist and flexible democracy promotion practice to emerge. An incisive history of the changing relationship between democracy and capitalism The twentieth century witnessed the triumph of democratic capitalism in the industrialized West, with widespread popular support for both free markets and representative elections. Today, that political consensus appears to be breaking down, disrupted by polarization and income inequality, widespread dissatisfaction with democratic institutions, and insurgent populism. Tracing the history of democratic capitalism over the past two centuries, Carles Boix explains how we got here—and where we could be headed. Boix looks at three defining stages of capitalism, each originating in a distinct time and place with its unique political challenges, structure of production and employment, and relationship with democracy. He begins in nineteenth-century Manchester, where factory owners employed unskilled laborers at low wages, generating rampant inequality and a restrictive electoral franchise. He then moves to Detroit in the early 1900s, where the invention of the modern assembly line shifted labor demand to skilled blue-collar workers. Boix shows how growing wages, declining inequality, and an expanding middle class enabled democratic capitalism to flourish. Today, however, the information revolution that began in Silicon Valley in the 1970s is benefitting the highly educated at the expense of the traditional working class, jobs are going offshore, and inequality has risen sharply, making many wonder whether democracy and capitalism are still compatible.
