How do nations make successful transitions to democracies? Our understanding of how democracy functions—and under what circumstances it can be consolidated and strengthened—remains highly uneven. Recent events underscore the critical importance of expanding our understanding of democratic institutions and operations. Here McMahon and his distinguished contributors demonstrate how the dynamic process of democratization is shaped by the specific contexts in which it occurs; how the internal community plays a key role in the development of democracy; and how the ability to understand democratization requires both internal and external perspectives. The contributors seek to improve the definitions of what constitutes a democracy and to determine how the effectiveness of democratic institutions might best be judged in order to better serve the analysis of and policy approaches to building democratic institutions. With fewer overtly authoritarian states in the post-Cold War world, a wealth of raw information and experience has begun to accumulate. Our understanding of democratic institutional performance requires us to look closely at the performance of the institutions themselves. The book contains chapters on public opinion, civil society, domestic institutions of governance, elections, globalization, international standards of democratic development, international assistance and academic research. Conventional wisdom warns that unaccountable political and business agents can enrich a few at the expense of many. But logically extending this wisdom implies that associated principals – voters, consumers, shareholders – will favor themselves over the greater good when ‘rules of the game’ instead create too much accountability. Democratic Governance and Economic Performance rigorously develops this hypothesis, and finds statistical evidence and case study illustrations that democratic institutions at various governance levels (e.g., federal, state, corporation) have facilitated opportunistic gains for electoral, consumer, and shareholder principals. To be sure, this conclusion does not dismiss the potential for democratic governance to productively reduce agency costs. Rather, it suggests that policy makers, lawyers, and managers can improve governance by weighing the agency benefits of increased accountability against the distributional costs of favoring principal stakeholders over more general economic opportunities. Carefully considering the fundamentals that give rise to this tradeoff should interest students and scholars working at the intersection of social science and the law, and can help professionals improve their own performance in policy, legal, and business settings.

Is the performance of western democracies in decline? Which countries show the best performance? Do institutions matter for political performance? This book offers a comprehensive analysis of twenty-one OECD countries by systematically examining all major domestic policy areas - domestic security policy, economic policy, social policy, and environmental policy - and using outcome indicators. The quality of democracy is assessed both at the level of the four policy areas and at a general level encompassing all policy areas. The question of trade-offs between policy areas is studied in an unprecedented way and, for the first time, national types of policy patterns are identified. The findings of this book confront widely-held assumptions about the performance of democracies. Western democracies as a whole did not converge at a lower level of performance, and trade-offs between different policy areas did not increase. The question 'do institutions matter?' can only partially be answered in the affirmative. Political institutions do matter, but formal and informal institutions cause different effects and both matter only sometimes and to a limited degree. The Performance of Democracies is a book with significant theoretical implications. It stresses that the effect of institutions is more complicated than most of the neo-institutionalist approaches assume. No clear predictions can be made on the basis of institutional factors. Consequently, it does not support the established assertion that fundamental political problems can simply be resolved through institutional reforms of liberal democracies. In an online, interconnected world, democracy is increasingly made up of wikis and blogs, pokes and tweets. Citizens have become accidental journalists thanks to their handheld devices, politicians are increasingly working online, and the traditional sites of democracy - assemblies, public galleries, and plazas - are becoming less and less relevant with every new technology. And yet, this book argues, such views are leading us to confuse the medium with the message, focusing on electronic transmission when often what cyber citizens transmit is pictures and narratives of real democratic action in physical space. Democratic citizens are embodied, take up space, battle over access to physical resources, and perform democracy on physical stages at least as much as they engage with ideas in virtual space. Combining conceptual analysis with interviews and observation in capital cities on every continent, John Parkinson argues that democracy requires physical public space; that some kinds of space are better for performing some democratic roles than others; and that some of the most valuable kinds of space are under attack in developed democracies. He argues that accidental publics like shoppers and lunchtime crowds are increasingly valued over purposive, active publics, over citizens with a point to make or an argument to listen to. This can be seen not just in the way that traditional protest is regulated, but in the ways that ordinary city streets and parks are managed, even in the design of such quintessentially democratic spaces as legislative assemblies. Critical Citizens: Global Support for Democratic Government analyses a series of interrelated questions. The first two are diagnostic: how far are there legitimate grounds for concern about public support for democracy world-wide? Are trends towards growing cynicism evident in the United States evident in many established and newer democracies? The second concern is analytical: what are the main political, economic, and cultural factors driving the dynamics of support for democratic government?
