Democracies evolve. Their evolution is not only key to their survival; it is also a reflection of the changing environment in which they operate. This book contributes to the analysis and understanding of how democratic states have transformed over time by examining a number of challenges and opportunities that they face. With a focus on ‘Europe 31’, understood as the EU28 plus Switzerland, Norway, and Iceland, the book brings together separate strands of literature which often remain disconnected in political science narratives. Looking at citizen–state relations, the restructuring of politics and institutions of the state, and developments which reach 'beyond and below' the state, it interrogates a variety of issues ranging from the decline of parties or the re-emergence of nationalism as a political force, to liberal challenges to social democracy, terrorist threats, and climate change. The book combines these different dimensions into a comprehensive overview of the state of contemporary democracy, its challenges and opportunities, and its dynamic capacity to adapt. In other words, it deals with the perpetual threats to and transformations of democracy, and the state’s ability to protect and strengthen its democratic attributes. This text will be of key interest to scholars of European Politics, Comparative Politics, and Democracy Studies.

A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

Transforming the transformation? The East European Radical Right in the Political Process examines the significance of radical right parties, along with other organizations, in terms of their involvement in the political process of new democracies. This groundbreaking study highlights firstly the radical right’s interaction with other political actors, such as parties, governments and interest groups, in their respective countries. Secondly, the contributors analyze the effects of such interaction with regard to agenda setting and policies in "loaded" policy fields, namely minorities and immigration, law and order, religion, territorial issues and democratization. Through an examination of the role of radical right actors in political processes and an assessment of the resulting measurable outcomes, this book shows how policies, election results and regime changes indicate shifts away from the liberal-democratic order institutionalized in the course of post-Communist transformation. Offering a unique cross-national comparison of particular facets and themes, as well as in-depth analysis of country cases, this book will be of interest to undergraduate and postgraduate students, as well as scholars, of European politics and far right studies.

Oxford Constitutional Theory has rapidly established itself as the primary point of reference for theoretical reflections on the growing interest in constitutions and constitutional law in domestic, regional, and global contexts. The majority of the works published in the series are monographs that advance new understandings of their subject. But the series aims to provide a forum for further innovation in the field by also including well-conceived edited collections that bring a variety of perspectives and disciplinary approaches to bear on specific themes in constitutional thought and by publishing English translations of leading monographs in constitutional theory that have originally been written in languages other than English. Scholarly interpretations of the collapse of communism and developments thereafter have tended to be primarily concerned with people's need to rid themselves of the communist system, of their past. The expectations, dreams, and hopes that ordinary Eastern Europeans had when they took to the streets in 1989, and have had ever since, have therefore been overlooked - and our understanding of the changes in post-communist Europe has remained incomplete. Focusing primarily on five key areas, such as the heritage of 1989 revolutions, ambivalence, disillusionment, individualism, and collective identities, this book explores the expectations and goals that ordinary Eastern Europeans had during the 1989 revolutions and the decade thereafter, and also the problems and disappointments they encountered in the course of the transformation. The analysis is based on extensive interviews with university students and young intellectuals in the Czech Republic, Eastern Germany and Estonia in the 1990s, which in themselves have considerable value as historical documents.

The European Union and Democracy Promotion (2002) offers a critical assessment of the strategy upon which the EU promotion of democracy and human rights activity has been based, along with an analysis of its strengths and weaknesses. Contributors from a variety of European and North African countries show how the obstacles to political change in Algeria, Morocco, Tunisia and Egypt are not only to be found within these countries, but also in EU member states such as France and Spain.
