A call for a new form of democracy in which “hybrid forums” composed of experts and laypeople address such sociotechnical controversies as hazardous waste, genetically modified organisms, and nanotechnology. Controversies over such issues as nuclear waste, genetically modified organisms, asbestos, tobacco, gene therapy, avian flu, and cell phone towers arise almost daily as rapid scientific and technological advances create uncertainty and bring about unforeseen concerns. The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. To invent new procedures for consultation and representation, they suggest, is to contribute to an endless process that is necessary for the ongoing democratization of democracy.

This volume analyzes the politics of hazardous waste siting and explores promising new strategies for siting facilities. Existing approaches to waste siting facilities have almost entirely failed, across all industrialized countries, largely because of community or NIMBY (Not in My Backyard) opposition. This volume examines a new strategy, voluntary choice siting--a process requiring mutual decisions negotiated between facility developers and the host communities. This bottom-up approach preserves democratic rights, recognizes the importance of public perceptions, and addresses issues of equity. In this collection, an interdisciplinary group of experts probes recent examples of waste facilities siting in the United States, Canada, Germany, and Japan. Both the successes and the failures presented offer practical insights into the siting process. The book includes an introductory review of the literature on facility siting and the NIMBY phenomenon as well as instructive essays on the use of voluntary processes in facilities siting. An incisive history of the changing relationship between democracy and capitalism The twentieth century witnessed the triumph of democratic capitalism in the industrialized West, with widespread popular support for both free markets and representative elections. Today, that political consensus appears to be breaking down, disrupted by polarization and income inequality, widespread dissatisfaction with democratic institutions, and insurgent populism. Tracing the history of democratic capitalism over the past two centuries, Carles Boix explains how we got here—and where we could be headed. Boix looks at three defining stages of capitalism, each originating in a distinct time and place with its unique political challenges, structure of production and employment, and relationship with democracy. He begins in nineteenth-century Manchester, where factory owners employed unskilled laborers at low wages, generating rampant inequality and a restrictive electoral franchise. He then moves to Detroit in the early 1900s, where the invention of the modern assembly line shifted labor demand to skilled blue-collar workers. Joint fact-finding is a cooperative venture and communication among the participants is critical to success. Analysts have begun to recognize this and have started to adjust their craft to reflect the communicative character of their work. This collection represents the first sustained attempt to grapple with the complex and often paradoxical relationships between surveillance and democracy. Is surveillance a barrier to democratic processes, or might it be a necessary component of democracy? How has the legacy of post 9/11 surveillance developments shaped democratic processes? As surveillance measures are increasingly justified in terms of national security, is there the prospect that a shadow "security state" will emerge? How might new surveillance measures alter the conceptions of citizens and citizenship which are at the heart of democracy? How might new communication and surveillance systems extend (or limit) the prospects for meaningful public activism? Surveillance has become central to human organizational and epistemological endeavours and is a cornerstone of governmental practices in assorted institutional realms.
