Democracy is frequently considered a single (and thus uniform) national programme. However, political structures and opportunities differ clearly in various contexts, and as such they have their own influences and consequences. The study of democracy and democratisation must be reinforced with research that emphasises local perspective over national ones, for it is at the local level that different centres of power interact and understandings of genuine democratic practices are created. It is in this spirit that this book attempts to examine the diverse problem of democracy and democratisation in various Indonesian localities, while also underscoring the importance of considering asymmetrical approaches to democratisation. A mapping of the different local regimes in Indonesia and necessary to understand how they respond to or even bypass the practice of democracy. This book, drawing on eleven case studies, reaches the conclusion that the varied local regimes in Indonesia can be grouped into five categories: formalist/elitist, consociational, pluralist/compromistic, socio-cultural, and formalist/deliberative. Through its mapping of local regimes in Indonesia, this book offer a new passion for the continued and substantive (re)setting of democratisation in Indonesia, which need not be limited to electoral democracy, but may rely on asymmetrical democracy—a democracy that understands and accommodates localities and fundamental for it development. The future democratisation of Indonesia can be truly “ in the regions, from the regions, for Indonesia”. Using such a logic, democracy will be manifested through a bottom-up process, and therefore offer the ability to jointly manages Indonesia’s unity in diversity.

Selfish, obscenely rich, insular, and opportunistic: these remain how Chinese minorities in Indonesia are perceived by the indigenous population. However, far from being passive victims of discrimination and marginalisation, Chong presents a forceful case in which Chinese Indonesians possess the agency to shape their future in the country, particularly in the changing political, business, and socio-cultural environment after the fall of Suharto. While a lack of good governance that promotes the rule of law and accountability allows or even encourages some Chinese to maintain the status quo by perpetuating corrupt business practices inherited from Suharto’s New Order regime, there are other Chinese Indonesians who make full use of the democratic space opened up under the new administrations, acting as agents of reform by participating in electoral politics and establishing inter-ethnic socio-cultural organisations. Building on Anthony Giddens’s structure-agency theory and Pierre Bourdieu’s notions of habitus and field, Chong shows that the Chinese minorities have played an active role in the democratic process, even though they continue to occupy an ambivalent position in Indonesia. There is no recipe for democratisation that can be readily applied to all countries. Every country presents unique factors that influence the fate of its democratic reforms, which must therefore be evaluated within their specific socio-political, cultural and historical context. Building on this premise, this paper examines military reform and democratisation through the experiences of Turkey and Indonesia, two democratising countries with predominantly Muslim populations, secular regimes, and militaries that are deeply involved in politics. The paper strives to explain why both the Turkish and Indonesian militaries, which have developed a sense of ownership over the state, may be wary of democratic change; how 'the people' perceive the military's traditional role in society; and in which direction societal and military attitudes towards democratic reform have been moving over the years. In relating these domestic observations to various external factors, it seeks to identify the regional and global trends, events and actors that promote and obstruct the development of substantive democracy in each country, and to draw broader lessons for the study of democratisation and military reform.
