Ognuno di noi ha il proprio fenotipo ed è grazie a esso che gli altri ci riconoscono. Allo stesso modo, una società democratica ha caratteristiche proprie che la rendono esteriormente riconoscibile. La democrazia rappresentativa è un sistema diarchico fondato sulla volontà (diritto di voto, procedure e istituzioni che regolano la formazione di decisioni volontarie o sovrane) e sull’opinione (sfera extraistituzionale delle opinioni politiche), che si influenzano e collaborano, senza mai fondersi. Questo è il volto che oggi appare sfigurato. Tre le deformazioni: la tendenza a letture apolitiche della deliberazione pubblica (il mito del governo tecnico); la promozione di soluzioni populiste; la spinta al plebiscito e dunque la democrazia dell’audience. Riaffermare il potere della diarchia, tutelando la funzione dell’opinione, è essenziale alla sopravvivenza della democrazia.

In Democracy Disfigured, Nadia Urbinati diagnoses the ills that beset the body politic in an age of hyper-partisanship and media monopolies and offers a spirited defense of the messy compromises and contentious outcomes that define democracy. Urbinati identifies three types of democratic disfiguration: the unpolitical, the populist, and the plebiscitarian. Each undermines a crucial division that a well-functioning democracy must preserve: the wall separating the free forum of public opinion from governmental institutions that enact the will of the people. Unpolitical democracy delegitimizes political opinion in favor of expertise. Populist democracy radically polarizes the public forum in which opinion is debated. And plebiscitary democracy overvalues the aesthetic and nonrational aspects of opinion. For Urbinati, democracy entails a permanent struggle to make visible the issues that citizens deem central to their lives. Opinion is thus a form of action as important as the mechanisms that organize votes and mobilize decisions. Urbinati focuses less on the overt enemies of democracy than on those who pose as its friends: technocrats wedded to procedure, demagogues who make glib appeals to "the people," and media operatives who, given their preference, would turn governance into a spectator sport and citizens into fans of opposing teams.

This volume employs a comparative approach to cast light on representation and representative processes from a communications perspective. It focuses on online constituency communication, aiming to provide a perspective from which to empirically study the changes taking place in the relationship between citizens and their representatives. The (hyper)mediatisation of politics and society is here considered a relevant enabling factor, because it creates the conditions leading to change in the nature of democratic processes. The chapters discuss Podemos, the Lega, Law and Justice, and the Five-star Movement as good examples of this phenomenon. Populist and nationalist forces have emerged as bottom-up and top-down entities aiming to embody the will of the people, or to push for democratic processes to be more inclusive. Until now, however, the intersection between populist and nationalist discourses and the related question of representation have been largely ignored. This collection studies the rise of neutral bodies as a challenge to the constitutional paradigm of the nation state. Administrative entities such as commissions, agencies, councils, authorities or ‘independent agencies’ as they are sometimes known, are relatively autonomous from majoritarian democratic control and by their institutional design fall outside the classical triad of powers or branches of government. They may even fall outside the confines of the nation state itself as with the EU Commission. The book is divided into theoretical-historical and empirical parts. Part I approaches the phenomenon through the rigorous normative conceptual lens of constitutionalism and constitutional law, questioning the implications of political neutrality on inherited normative categories, both at national and supranational level. Part II comprises case-studies reflecting the full spectrum of theoretical frameworks and concerns developed and explored by the theory-oriented chapters in the first part. The work explores a wide range of issues including the balance between autonomy, legitimacy and accountability, the taxonomy of agencies, the role and limits of expertise as a paramount justification for independence, ‘agentification’ as a result of internationalisation, and ‘agentification’ as a reflex and consequence of transnational polity-building within the EU.

Finché si ignorerà che le élites politiche sono essenziali per una democrazia libera e pluralistica, partecipata e consapevole, i partiti soccomberanno ai movimenti e il potere scivolerà indisturbato nelle mani di pochi giganti transnazionali.
