Since the fall of long-reigning President Soeharto, in 1998, Indonesia has been in an era of transition, away from an authoritarian regime, and on a quest for democracy. This quest started with decentralization laws implemented in 2001, which gave greater autonomy to the regions, and continued with the direct elections for the national and local legislatures and the President in 2004. The latest development in this democratization process is the implementation of a system for the direct election of regional leaders, which began in 2005; the first round of elections across the nation for all governors, mayors and district heads was completed in 2008. Authors of the chapters in this volume, the result of a workshop in Singapore in 2006, present data from across the archipelago for these first direct elections for local leaders and give their assessment as to how far these elections have contributed to a deepening democracy.

This work builds on the research for my PhD in the Department of Politics and Public Policy, the Flinders University of South Australia. Many people and institutions have contributed to complete my study. I cannot mention all of them here, but I have to mention a few. Associate Professor Janet McIntyre, the principal supervisor and academic adviser during my research higher degree study. She encouraged me to better understanding human value-rationality, contexts and pragmatism in the issues of power and democracy. Dr Craig Matheson has expanded my understanding of rational irrationality in voting that shaped my work at the early stage. Prof Dr Yogi Sugito (the former Rector of Universitas Brawijaya) and Prof Dr Darsono Wisadirana (Dean of Faculty of Social and Political Sciences, Universitas Brawijaya) who strongly encouraged me to study abroad. This is an open access book. Faculty of Social and Political Science, State Islamic University Walisongo Semarang, has been playing significant roles in building global peace and justice by conducting scientific research and creating a space for academic dialogue and discussion. This goal is in line with our vision to be a Research Faculty based on the unity of sciences for humanity and civilization. As part of the efforts to create a space for academic dialogue at a global level, we organize an international conference which aims to develop scientific knowledge, build institutional capacity, and strengthen international networking. The conference is also held to support State Islamic University Walisongo Semarang in achieving its vision to be an Islamic world-class university. The conference raises the issue of democracy and social transformation to capture the social and political dynamics. The selection of this topic is based on the idea that technological development is becoming a crucial issue within modern society in which people tend to experience alienation within the rapid social and political transformation. Democracy as a political system that ensures transparency, citizen participation, and human rights protection is now under threat. Having the fact that there is a growing tendency of using transactional politics to win political interests such as the use of money and identity in political processes, therefore, political analysts consider this situation as the regression of democracy. Rapid social and cultural transformation as a consequence of advanced technology creates problems in modern society. On one hand, technology has made the life of people easier. However, on the other hand, the sense of humanity’s values and principles is declining. This situation can be observed in the decrease in social solidarity and the rise of individualism. Modernity that values productivity and economic growth has brought a negative impact on the life of human being and nature. The exploitative character of industrialization has created an ecological crisis. Advanced information technology has loosened social cohesivity and the rise of instrumental rationality has removed local genius or local wisdom from the life of society. Since the ultimate goal of humanity is respecting the dignity of human beings, hence, bringing back humanity to the center of the development program is crucial, especially in the current social and political dynamics. In the political context, humanity means respecting the basic rights of the citizen and putting them as a subject of political development and not perceiving citizens as only an instrument to win political power. Based on the above background, this conference is organized. The overall goal of the conference is to mainstream humanity in the current social and political change. The conference is also expected to be an arena for scholars and experts in social and political science as well as practitioners and policymakers to meet and exchange ideas and perspectives for a better future of our society.

This book provides a richer understanding of democratic local politics in Indonesia after the implementation of local direct elections in 2005. Co-published with the University of Airlangga Press, it confronts the question as to why incumbent political leaders succeed and fail in their bid for re-election. By focusing on urban and rural districts in East Java, one of the most populated regions in Indonesia, the work unpacks the general trends of local Indonesian politics, drawing from an empirically sound and theoretically well-grounded case study. The author demonstrates that good policy performance does not guarantee the political survival of the incumbent, and reversibly, bad policy performance does not necessarily mean losing political power. It considers the core political strategies of populism, rivalry, and tangibility and cautions that—rather than helping liberal democracy to grow—these strategies support patronage-driven democracy. Within this system, a small number of vital protectors and defenders control patronage, and, problematically, exert influential control over the country’s electoral processes. Relevant to scholars and students in Indonesian studies, and within political science and Asian studies more broadly, this book follows a gripping and nuanced narrative that explains the relationship between policy choices, informal politics, voting behavior, and political survival in Indonesia.

Indonesia's political and governmental structures underwent sweeping reforms in the late 1990s. After decades of authoritarian rule, a key aspect of the transition to constitutional democracy during this period was the amendment of the 1945 Indonesian Constitution - an important legal text governing the world's third largest democracy. The amended Constitution introduced profound changes to the legal and political system, including an emphasis on judicial independence, a bill of rights, and the establishment of a Constitutional Court. This volume, with chapters written by leading experts, explores the ongoing debates over the meaning, implementation, and practice of constitutional democracy in Indonesia. This includes debates over the powers of the legislature, the role of the military, the scope of decentralisation, the protection of rights and permissible limits on rights, the regulation of elections, the watchdog role of accountability agencies, and the leading role of the Constitutional Court. These legal issues are analysed in light of the contemporary social, political, and economic environment that has seen a decline in tolerance, freedom, and respect for minorities. Contributions to this volume review the past two decades of reform in Indonesia and assess the challenges to the future of constitutional democracy amidst the wide-spread consensus on the decline of democracy in Indonesia. Demands for amendments to the Constitution and calls to revert to its initial form would be a reversal of Indonesia's democratic gains.
