A demographic futurist explains the coming Super Age—when there will be more people older than sixty-five than those under the age of eighteen—and explores what it could mean for our collective future. Societies all over the world are getting older, the result of the fact that we are living longer and having fewer children. At some point in the near future, much of the developed world will have at least twenty percent of their national populations over the age of sixty-five. Bradley Schurman calls this the Super Age. Today, Italy, Japan, and Germany have already reached the Super Age, and another ten countries will have gone over the tipping point in 2021. Thirty-five countries will be part of this club by the end of the decade. This seismic shift in the world population can portend a period of tremendous growth—or leave swaths of us behind. Schurman explains how changing demographics will affect government and business and touch all of our lives. Fewer people working and paying income taxes, due to outdated employment and retirement practices, could mean less money feeding popular programs such as Social Security and Medicare—with greater numbers relying on them. The forced retirement or redundancy of older workers could impact business by creating a shortage of workers, which would likely drive wages up and result in inflation. Corporations, too, must rethink marketing strategies—older consumers are already purchasing the majority of new cars, and they are a growing and vitally important market for health technologies and housing. Architects and designers must re-create homes and communities that are more inclusive of people of all ages and abilities. If we aren’t prepared for the changes to come, Schurman warns, we face economic stagnation, increased isolation of at-risk populations, and accelerated decline of rural communities. Instead, we can plan now to harness the benefits of the Super Age: extended and healthier lives, more generational cooperation at work and home, and new markets and products to explore. The choice is ours to make.

Demography is not destiny. As Giacomo Casanova explained over two centuries ago: 'There is no such thing as destiny. We ourselves shape our own lives.' Today we are shaping them and our societies more than ever before. Globally, we have never had fewer children per adult: our population is about to stabilize, though we do not know when or at what number, or what will happen after that. It will be the result of billions of very private decisions influenced in turn by multiple events and policies, some more unpredictable than others. More people are moving further around the world than ever before: we too often see that as frightening, rather than as indicating greater freedom. Similarly, we too often lament greater ageing, rather than recognizing it as a tremendous human achievement with numerous benefits to which we must adapt. Demography comes to the fore most positively when we see that we have choices, when we understand variation and when we are not deterministic in our prescriptions. The study of demography has for too long been dominated by pessimism and inhuman, simplistic accounting. This working paper contributes to a strategic assessment of educational needs in the Thamarrurr region focused on the school at Wadeye in the Northern Territory. It looks at the interactions between population change and educational outcomes and as such, it both builds on and complements a significant body of earlier reasearch conducted by Dr. Taylor on social and economic conditions at Wadeye as an important component of the then COAG trial. Dr. Taylor's paper provides a detailed case study of the implications of demographic change for Indigenous populations. The Arab Republic of Egypt was well on the path to achieving its demographic dividend at the turn of this century but has gone off track due to a reversal in its earlier fertility decline. But what is the demographic dividend? It reflects the economic benefits when a country undergoes a rapid decline in mortality, then fertility, and the consequent demographic transition. Due to lower fertility and fewer children per household, a growing working-age population increases productivity and per capita income, leading to accumulated savings, investments, and economic growth, underscoring the strong link between demographics and economic growth. Fortunately, Egypt has the political will, resources, and capacity to achieve its demographic dividend in the next decade, as this report by a team of Egyptian and World Bank experts shows. It reviews the trends in determinants of the rising total fertility rate, the likely factors that contributed to Egypt’s fertility decline reversal, the government’s initial response, and the sectoral and social drivers that may have influenced this fertility decline reversal. It also assesses the economic impact of the demographic changes, including estimates of forgone savings due to the increased fertility and of potential future gains if the country were to regain and then accelerate its fertility decline. Drawing on global evidence, the report proposes six policy and strategic priorities, complemented by four policy imperatives. These priorities aim to increase the contraceptive prevalence rate (the most important of the six), reduce school dropouts, increase female labor force participation, delay early marriage, leverage social protection programs, and improve governance of the country's population program. The four imperatives aim to assure broad-based socioeconomic development and they include creating productive jobs; investing in and leveraging human capital; enhancing financial inclusion and entrepreneurship, especially for women; and sustaining macroeconomic stability. The president's "Decent Life Initiative" and the "National Project for the Development of the Egyptian Family" can be used as the platform to implement many of the proposed policies and strategies. In such a manner, Egypt will be back on track to achieve its demographic dividend.
