"Religion and Democratization is a comparative study of how regime types and religion-state arrangements frame questions of religious and political identities in Muslim and Catholic societies. The book proposes a theory for modeling the dynamics of "religiously friendly democratization" processes in which states institutionally favor specific religious values and organizations and allow religious political parties to contest elections. Religiously friendly democratization has a transformative effect on both the democratic politics and religious life of society. As this book demonstrates, it affects the political goals of religious leaders and the political salience of the religious identities of religious individuals. In a religiously charged national setting, religiously friendly democratization can generate more support for democracy among religious actors. By embedding religious ideas and values into its institutions, however, it also mediates the effects of secularization on national religious markets, creating more favorable conditions for the emergence of public religions and new trajectories of religious life. The book anchors its theoretical claims in case studies of Italy and Algeria, integrating original qualitative evidence and statistical data on voters' political and religious attitudes. It also considers the dynamics of religiously friendly democratization across the Muslim world today, through a comparative analysis of Tunisia, Morocco, Turkey and Indonesia. Until the 1990s, secularism was understood largely as exclusion of religion from the public domain. This book examines key debates on religion and democratization from three main perspectives: Religious traditions have core elements which are more or less conducive to democratization and democracy; Religious traditions may be multi-vocal – but at any moment there may be dominant voices more or less receptive to and encouraging of democratization; Religious actors rarely if ever determine democratization outcomes. However, they may in various ways and with a range of outcomes be of significance for democratization. The contributions are divided into two sections: (1) Religion, democratization and democracy, and (2) Secularization, democratization and democracy. Overall, they examine the three assertions in the bullet points above. The book’s starting point is that in general around the world, religions have left their assigned place in the private sphere. This means they have in many cases become recognisably politically active in various ways and with assorted outcomes. This re-emergence from political marginality dates back until at least the 1980s. At that time, the US sociologist, Jose Casanova noted that ‘what was new and became "news" ... was the widespread and simultaneous refusal of religions to be restricted to the private sphere’. This involved a remodelling and re-assumption of public roles by religion, which theories of secularisation had long condemned to social and political marginalisation. This book was published as a special issue of Democratization.

Democratic politics seems to inspire religious conflict - politicians consistently use religious differences for political gain, while religious nationalism and nationalistic reactions to religious diversity are on the rise in much of the world. And yet predominant theoretical accounts of liberal democracy provide citizens precious little applicable guidance in making judgments about religion's proper role in their political societies. Chains of Persuasion provides a new moral framework to guide citizens' evaluations of religious politics. Rejecting claims that religion must be relegated to the private sphere or that all attempts to evaluate its political roles are oppressive, Benjamin Hertzberg argues that democratic ideals are robust enough to assess the full range of ways religion influences democratic political life. Hertzberg's analysis draws on critical theories of religion, philosophical debates about public reason, deliberative and instrumental justifications of democracy, and democratic virtue theory. He argues that citizens must recognize that democracy is a way-of-life, with crucial implications for civic society beyond formal political institutions, in order to attend to the ways in which religion can both enhance and undermine democracy. He applies this framework by criticizing American public discussions of two prominent religious minorities: Mormons and Muslims. If citizens are to make judgments consistent with democratic norms, they must pay more attention to the nature of religions' authority claims instead of merely evaluating the values religions proclaim.

Religion and democracy can make tense bedfellows. Secular elites may view religious movements as conflict-prone and incapable of compromise, while religious actors may fear that anticlericalism will drive religion from public life. Yet such tensions are not inevitable: from Asia to Latin America, religious actors coexist with, and even help to preserve, democracy. In Faithful to Secularism, David T. Buckley argues that political institutions that encourage an active role for public religion are a key part in explaining this variation. He develops the concept of "benevolent secularism" to describe institutions that combine a basic division of religion and state with extensive room for participation of religious actors in public life. He traces the impact of benevolent secularism on religious and secular elites, both at critical junctures in state formation and as politics evolves over time. Buckley shows how religious and secular actors build credibility and shared norms over time, and explains how such coalitions can endure challenges from both religious revivals and periods of anticlericalism. Faithful to Secularism tests this institutional theory in Ireland, Senegal, and the Philippines, using a blend of archival, interview, and public opinion data. These case studies illustrate how even countries with an active religious majority can become and remain faithful to secularism.

As early as the sixteenth century the liberal democratic state has been forced to confront the question of religion in politics. The result has been a tense and uncomfortable balancing act. Today, in the public square of liberal democracy, a number of religious confessions and beliefs compete for attention. In the American experience, some sense of religious pluralism and relative social harmony has been maintained. However, for this relationship to prevail, a tension must continue to exist—one that balances the political and social pursuits of self-interest with meeting the objectives of the common good. In Reaping the Whirlwind, John R. Pottenger shows how this process began in the modern world, and how societies attempt to manage this ongoing conflict. The first part of the book lays the groundwork of his analysis by using examples from history to demonstrate the genesis of political and religious "whirlwinds." It goes on to explore contemporary case studies, such as conflicts between Mormons and Evangelicals in the United States, liberation theology in Latin America, Islam and the state in Uzbekistan, and radical Christian reconstructionism. Pottenger believes that the formal institutions of liberal democracy should maintain this turbulence, even as religious activism threatens to upset the balance. He concludes by advocating religious liberty and recognizing the individual and social need for expression. At the same time, he maintains that the survival of liberal democracy requires that these religious traditions not dominate the public sphere.

Polarization between political religionists and militant secularists on both sides of the Atlantic is on the rise. Critically engaging with traditional secularism and religious accommodationism, this collection introduces a constitutional secularism that robustly meets contemporary challenges. It identifies which connections between religion and the state are compatible with the liberal, republican, and democratic principles of constitutional democracy and assesses the success of their implementation in the birthplace of political secularism: the United States and Western Europe. Approaching this issue from philosophical, legal, historical, political, and sociological perspectives, the contributors wage a thorough defense of their project's theoretical and institutional legitimacy. Their work brings fresh insight to debates over the balance of human rights and religious freedom, the proper definition of a nonestablishment norm, and the relationship between sovereignty and legal pluralism.
