" As organized groups took to the streets in a large number of the sub-Saharan states beginning in the late 1980s in protest against both the precarious socioeconomic conditions and the stifling one-party state apparatus prevalent in the region, this unprecedented mass discontent appeared set to herald the dawn of a new political era by foreing a shift from authoritarianism towards democracy. This book takes a closer look at the role and meaning of political opposition for the development of democracy across sub-Saharan Africa. Why is room for political opposition in most cases so severely limited? Under what circumstances has the political opposition been able to establish itself in a legitimate role in African politics? To answer these questions this edited volume focuses on the institutional settings, the nature and dynamics within and between political parties, and the relationship between the citizens and political parties. It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. This book was originally published as a special issue of Democratization.

Im Gegensatz zu autokratischen Regimen scheinen demokratische Systeme per se ein größeres Angebot an Finanzdienstleitungen zu offerieren und somit der breiten Bevölkerung vermehrt Möglichkeiten für Entrepreneurships zu verschaffen (Kasekende 2007). Die unter dem Begriff good governance resümierten Prinzipien gewähren dazu die nötige Planungs- und Rechtssicherheit, senken politische Risiken (Konflikte) und verhindern Patronage und Klientelismus (Rivera-Batiz 2002, Keffer/ Knack 1997). Sozio-psychologische Faktoren, wie Glaubwürdigkeit und Vertrauen, beeinflussen die gesamtwirtschaftliche Ersparnis, die wiederum in direktem Zusammenhang zur Investitionsquote steht (Englebert 2000). Auch der Humankapitalstock, "[...] as a critical determinant of economic progress" (Barro/Lee 2000: 1) und als Grundlage für technologischen Fortschritt steht in positivem Zusammenhang zur ökonomischen Entwicklung (vgl. Dewey 1966: 63). Dabei gehört der Einfluss politischer Regime auf die ökonomische Leistungsfähigkeit zu den umstrittensten Fragen der politischen Ökonomie. Obgleich unter Wissenschaftlern hinsichtlich der Ursachen für Afrikas Armut, wie zum Beispiel fehlenden Eigentumsrechten, Mangel an Investitionen und ein zu geringer Kapitalstock, weitestgehend Konsens herrscht (vgl. Emizet 2006: 855), präsentieren empirische Studien gegenteilige Beweise zum gesamtökonomischen Nutzen demokratischer Institutionen. Policy-making im Zuge internationaler Entwicklungszusammenarbeit birgt unter diesen Umständen die Gefahr negativer Effekte aufgrund der Wahl ungeeigneter Maßnahmen und Steuerungsinstrumente.
