English Summary: Democratic social policy is presently being confronted with the authoritarian methods of social policy which evolved in 19th century Western Europe. In this context, the author develops the theory that the relevant social question of today is actually the question of democracy. Against the neoclassical theory of political institutions, Widmaier gives a philosophical and theoretical framework for developing a dialogue. Democracy is seen as a way of life, as a not yet completed project and as a process of discovery in dialogue. For Widmaier, self-organization can be used as a means of learning democratic behaviour. The model drawn up by the author also demonstrates the development of social needs as well as alternatives to a bureaucratic government of social policy. Hans Peter Widmaier erklart die soziale Frage als zentrales Thema der Demokratie in der Gegenwart. Kritisch setzt er sich mit der Burokratisierung sozialer Prozesse, ihrer historischen Entwicklung, Verrechtlichung und Okonomisierung auseinander. Er analysiert die Neue Politische Okonomie und erortert, ob es Wege aus dem burokratischen 'Gehause der Horigkeit' gibt und sich durch Selbstorganisation Gegenkrafte entfalten konnen. Gemeinschaftshandeln ohne Herrschaftsausubung wird an verschiedenen Logik-Modellen dargestellt. Im Kapitel zur demokratischen Sozialpolitik stellt Hans Peter Widmaier zwei Paradigmen einander gegenuber und formuliert die dialogische Sozialpolitik als Prufstein der Demokratie. Im Rahmen der extensiven und intensiven Radikalisierung des Demokratieprinzips versteht er Demokratie als offenes Projekt und vertritt die These, dass in heutiger Zeit mehr Demokratie gewagt werden muss.

Despite dramatic increases in poverty, unemployment, and social inequalities, the Central and Eastern European transitions from communism to market democracy in the 1990s have been remarkably peaceful. This book proposes a new explanation for this unexpected political quiescence. It shows how reforming governments in Poland, Hungary and the Czech Republic have been able to prevent massive waves of strikes and protests by the strategic use of welfare state programs such as pensions and unemployment benefits. Divide and Pacify explains how social policies were used to prevent massive job losses with softening labor market policies, or to split up highly aggrieved groups of workers in precarious jobs by sending some of them onto unemployment benefits and many others onto early retirement and disability pensions. From a narrow economic viewpoint, these policies often appeared to be immensely costly or irresponsibly populist. Yet a more inclusive social-scientific perspective can shed new light on these seemingly irrational policies by pointing to deeper political motives and wider sociological consequences.

This book provides a comprehensive analysis of social policy in the German Democratic Republic (GDR, 1949-1990), followed by an analysis of the “Social Union”, the transformation of social policy in the process of German unification in 1990. Schmidt’s analysis of the GDR also depicts commonalities and differences between the welfare state in East and West Germany as well as in other East European and Western countries. He concludes that the GDR was unable to cope with the trade-off between ambitious social policy goals and a deteriorating economic performance. Ritter embeds his analysis of the Social Union in a general study of German unification, its international circumstances and its domestic repercussions (1989-1994). He argues that social policy played a pivotal role in German unification, and that there was no alternative to extending the West German welfare state to the East. Ritter, a distinguished historian, bases his contribution on an award-winning study for which he drew on archival sources and interviews with key actors.
