Im Ersten Weltkrieg wurde eine Debatte um Bedeutung und Stellenwert des Demokratiegedankens ausgetragen, die die wilhelminische Ära des politischen Denkens abschloß und die Demokratiediskussion in der Weimarer Republik einleitete. Autoren wie Hugo Preuß, Max Weber Hans Delbrück und Hugo Sinzheimer im bürgerlichen Lager und Eduard Bernstein, Karl Kautsky und Wolfgang Heine im sozialistischen Lager beförderten durch ihre leidenschaftliche Parteinahme für den Volksstaat und gegen den Obrigkeitsstaat, für die politische Selbstregierung und gegen den Untertanengeist den Durchbruch der Demokratie in Deutschland. Aber sie hatten dabei gegen zahlreiche Widerstände anzukämpfen. Der heute selbstverständliche Vorrang der Demokratie als politischer Idee war bei Kriegsausbruch noch keineswegs vorhanden. Die Demokratien des Westens wurden nicht als Vorbild angesehen, zumal deren eigene politische Theorie vor dem Krieg von der Demokratie abgerückt war. Das Erlebnis des Krieges verhalf zunächst einer ganz neuartigen Idee von Demokratie zur Vorherrschaft, die zwischen dem Kriegssozialismus in der Heimat und der Gleichheit vor dem Tod an der Front die Demokratie als Volksgemeinschaft propagierte und normative und institutionelle Aspekte der Politik ausblendete. Die politische Argumentation gegen diese "deutsche Idee der Demokratie" mußte sich gegen eine demagogisch aufgehetzte öffentlichen Meinung stemmen. Die demokratische Argumentation im Krieg fand als geistiger Kampf um die Demokratie statt.

In spite of having been short-lived, "Weimar" has never lost its fascination. Until recently the Weimar Republic's place in German history was primarily defined by its catastrophic beginning and end - Germany's defeat in 1918 and the Nazi seizure of power in 1933; its history seen mainly in terms of politics and as an arena of flawed decisions and failed compromises. However, a flourishing of interdisciplinary scholarship on Weimar political culture is uncovering arenas of conflict and change that had not been studied closely before, such as gender, body politics, masculinity, citizenship, empire and borderlands, visual culture, popular culture and consumption. This collection offers new perspectives from leading scholars in the disciplines of history, art history, film studies, and German studies on the vibrant political culture of Germany in the 1920s. She is currently a board member of Central European History and the Journal of Modern History. Kerstin Barndt is Associate Professor of German Studies at the University of Michigan. She is the author of Sentiment und Sachlichkeit. Der Roman der Neuen Frau in der Weimarer Republik (Böhlau 2004) and several articles on German modernism, gender theory, and the history of reading. Her current book project Exhibition Time. “The West” is a central idea in German public discourse, yet historians know surprisingly little about the evolution of the concept. Contrary to common assumptions, this volume argues that the German concept of the West was not born in the twentieth century, but can be traced from a much earlier time. In the nineteenth century, “the West” became associated with notions of progress, liberty, civilization, and modernity. It signified the future through the opposition to antonyms such as “Russia” and “the East,” and was deployed as a tool for forging German identities. Examining the shifting meanings, political uses, and transnational circulations of the idea of “the West” sheds new light on German intellectual history from the post-Napoleonic era to the Cold War.

An international manual is like a world cruise: a once-in-a-lifetime experience. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. Friedheim Neidhardt of Berlin, Gertrud Nunner-Winkler of Munich, and Roland Eckert of Trier, to name only a few, supplied valuable comments at this stage.

Transatlantic democracy in the 20th century - this concept goes beyond the idea of an American civilizing mission in Europe after two World Wars, and certainly beyond the notion of re-educating Germans, and making them fit for Western institutions after Nazism. As democracy is being contested anew in the beginning of the 21st century, a much more complicated landscape of democracy since 1900 emerges. Transfer was not a one-way-street, and patterns of conflict and transformation affected both American and European political societies. American democracy may not be reduced to a resilient defense of original traditions, while the narrative of German democracy is more than redemption from catastrophe. The essays in this volume contribute to a new history of transatlantic democracy that accounts for its manifold experiences and constant renegotiations, up to the current challenges of American and European populism.

Der 'Krieg der Geister': parallel zu den militärischen Kämpfen fand im Ersten Weltkrieg eine intensiv geführte Schlacht um die 'Lufthoheit' im intellektuellen Bereich statt. Wie haben zeitgenössische Denker den Ersten Weltkrieg vorbereitet, verarbeitet und ideell aufgeladen? Hier werden auf breiter Quellengrundlage erstmals zwei spezifische Lager dieser Auseinandersetzung analysiert und verglichen: die deutsche und die britische Philosophie. Der Krieg der deutschen und britischen Philosophen richtete sich gegen den jeweiligen Hauptfeind im Ersten Weltkrieg, der als Konkurrent und Neider ein von Hassliebe gekennzeichnetes Feindbild abgab. Dieser Diskurs wirkte mit seinen Feindbildern, Staatsentwürfen, Kriegsphilosophien und Friedensentwürfen unmittelbar auf die politische Kultur. Die Quellengrundlage wurde gegenüber der bisherigen Forschung beträchtlich erweitert, so dass die ganze Breite der philosophischen Kriegsdeuter erfasst wird. Dabei wird eine Antwort auf die Frage nach einem ideellen Sonderweg der Deutschen zu geben versucht und der Vorrat an Gemeinsamkeiten in den Blick genommen. Denn wie zu keiner anderen Epoche stand die britische Philosophie nach 1900 unter dem Einfluss des Deutschen Idealismus. Und in Deutschland verschafften sich im Verlaufe des Krieges zunehmend liberale, teilweise am westlichen Modell orientierte Stimmen Gehör. Gleichwohl wurde der geistige Krieg mit unerbittlicher Schärfe geführt und der Feind nicht nur in der feindlichen Philosophie verortet.
