At the end of World War II, several Latin American countries seemed to be ready for industrialization and self-sustaining economic growth. Instead, they found that they had exchanged old forms of political and economic dependence for a new kind of dependency on the international capitalism of multinational corporations. In the much-acclaimed original Spanish edition (Dependencia y Desarrollo en América Latina) and now in the expanded and revised English version, Cardoso and Faletto offer a sophisticated analysis of the economic development of Latin America. The economic dependency of Latin America stems not merely from the domination of the world market over internal national and “enclave” economies, but also from the much more complex interact ion of economic drives, political structures, social movements, and historically conditioned alliances. While heeding the unique histories of individual nations, the authors discern four general stages in Latin America's economic development: the early outward expansion of newly independent nations, the political emergence of the middle sector, the formation of internal markets in response to population growth, and the new dependence on international markets. In a postscript for this edition, Cardoso and Faletto examine the political, social and economic changes of the past ten years in light of their original hypotheses.

This book is a detailed comparative analysis of development politics in four urban regions of Latin America, two in Mexico and two in Colombia. John Walton has based his studies on the assumption that the problems of economic growth are essentially political, that is, are problems of choice, decision-making, and the exercise of power. His fundamental purpose has been to discover how elites of different kinds are more and less successful in the promotion of economic development, which he defines as a process in the organization of a society leading not only to higher levels of efficient output but also to a more equitable distribution of benefits. At the time, the four cities compared were the second- and third-largest metropolitan areas in each country, Guadalajara and Monterrey in Mexico, Medellín and Cali in Colombia. This selection allows the author to pair, across countries, cases of early and large-scale industrialization (Monterrey and Medellín) with cases of more recent industrial growth in agricultural-commercial centers (Guadalajara and Cali). Walton presents historical introductions to each of the regions and integrates these with original fieldwork and interviews with more than three hundred members of the political and economic elites. The findings are extensive, but in general they demonstrate that where political and economic power is more broadly distributed, where elites are more open and accessible, and where organizational life is more active and coordinated, regions tend to develop qualitatively as well as quantitatively, showing increases both in productivity and in such benefits as public services, housing, education, and a more balanced distribution of income. If these characteristics are absent, regions may be industrialized but do not provide a broad sharing of the benefits. Walton places a good deal of emphasis on the role of foreign investments, demonstrating that the more penetrated regions are also the less developed. Finally, the results of these studies are used to evaluate and advance theories of underdevelopment and particularly of economic dependency.

Indeed, it has often been stated that dependency theory has lost its significance in explaining underdevelopment and has thus been “relegated to footnote status in the field of development studies”. Yet, in recent years, a lot of scholars have attempted to refute this statement, claiming that dependency theory still has its use in development studies, even though they have identified a number of flaws. Emerging in parallel with other development theories in the 1950s, dependency theory mainly focuses on Latin America, the most important authors being Prebisch, Furtado, dos Santos, Frank and finally Cardoso and Faletto, whose theory this paper concentrates on. Most of the different approaches within dependency theory share several Marxist core assumptions, such as the construction of base (means and relations of production) and superstructure (the political, cultural and social consequences of these means and relations of production). On the international level, all politics, whether external or domestic, takes place within the framework of the capitalist world economy which determines the behavior of actors as well as patterns of interaction between them. In this paper, the question of whether dependency theory as presented by Fernando Henrique Cardoso and Enzo Faletto is still useful in explaining underdevelopment will be examined considering as example the events occurring in a typical example of an underdeveloped Latin American economy – Bolivia. The election of the left-wing populist Evo Morales potentially represents a paradigm shift for one of the poorest Latin American countries – a shift away from the neoliberal ideology towards a still capitalist regime with a socialist flavor to it (if one is to believe the declarations of Morales’s vice president Alvaro García Linera). Applying Cardoso and Faletto’s approach to the case of Bolivia reveals its strengths, but also some methodological as well as textual weaknesses. In order to show this, the first section will present their theory as exhibited in their publication Dependency and Development in Latin America and in an article published by Cardoso in the New Left Review in 1972. The second section focuses on the events in Bolivia, pointing at strong and weak points of the approach. Section four concludes.

This classic work remains one of the most incisive contributions to dependency theory in the Latin American context. Challenging the dependency theory approach to the origin of underdevelopment in Spanish America, this book argues that internal political and economic factors led the nations of the region to become dependent and underdeveloped during the nineteenth century. Dr. Friedman focuses on Peru and Argentina in the aftermath of their wars of independence to show how underdevelopment and dependency resulted from a crisis of the state brought about by the loss of legitimacy of Spanish colonial rule. Class conflicts had been effectively managed by the colonial state; its collapse, Dr. Friedman demonstrates, created conditions of intense inter- and intra-class conflicts, chiefly political in nature, which weak post-independence governments found impossible to restrain. Left with little authority, legitimacy, or control over internal resources, the fledging Peruvian and Argentine states turned to external sources for the capabilities with which to begin the process of consolidating their internal power. By the last half of the nineteenth century, both Peru and Argentina had chosen a course that led to their integration into the international economy as dependent nations.
