On October 2, 1981, the President announced his decision to canal the M-X Multiple Protective Shelter (MPS) basing system. The Air Force was, at that time, working to prepare a Final Environmental Impact Statement (FEIS) for the MPS site selection process. This preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the M-X system in a different mannner. Areas considered were in Texas, New Mexico, Utah and Nevada. Construction, operation and ultimately, decommissioning of the M-X system will cause significant impacts on both humans and natural resources within the regions in which it is to be deployed. It is the policy of the Air Force to make every effort practicable to avoid adverse impacts on environmental resources through the design, siting, and construction of the M-X system and in activating the system operation. This technical report provides a comprehensive discussion of overall Air Force mitigation plans. It also summarizes specific mitigations identified for the resources evaluated within the FEIS.

The M-X system would directly affect the area in which it is constructed and cause many indirect impacts on the environment. To evaluate these indirect impacts, it is necessary to determine specifically what the construction effects are, and when, where, and to what extent they occur. This report identifies the environmental effects caused directly by construction of the system. Indirect environmental impacts are described in the FEIS and detailed in other ETRs. Major effects due to construction are the requirements for land, water, materials, and personnel, as well as the location, timing, and magnitude of each of these resource requirements. The proposed and alternative systems are described in Section 2 of this ETR. Section 3 describes, in more detail, each of the individual components which must be constructed. The sequencing of construction of the various parts of the system is contained in Section 4. Section 5 describes the method of construction of each of the components. The impacts and their possible mitigations are discussed in Section 6. The overall project effects, evaluated in terms of land and material resources required, are similar for each of the alternatives. Appendices A through E present a system layout, a construction plan and schedule, and a breakdown of the construction resources for the Proposed Action and each alternative. Appendix F presents a discussion of the latest design of the M-X system facilities as it relates to the Proposed Action, and compares this latest design to that used in this FEIS for analysis. Appendix G presents the background and documentation for the construction manpower estimates made by Task Force I and Task Force II.

The construction and operation of the M-X system would produce two major sources of noise and consequent impact on the environment: highway traffic near the bases and within the M-X system, and airfield operation associated with the bases. Secondary sources of noise would be: construction activities and railroad traffic transporting materials to the sites during construction. The purpose of this analysis is to establish, on a general level, the impacts associated with these noise sources, and to suggest mitigation methods were applicable.

The community population allocation model is designed to provide predictions or forecasts of how the population associated with the in-migrant (or nonlocal) work force generated by the M-X project will choose to distribute themselves among the communities within the affected counties and regions. In-migrant population is not likely to be uniformly spread among all the communities but would vary from place to place depending on the location of project employment sites relative to communities and the characteristics of individual communities. Some communities would have larger impacts because they are near an operating base or other location of project employment, while the attributes of other communities may attract larger shares of new population than might be expected based on their distance from project employment sites. The proposed M-X system is a large-scale defense project which will cover large portions of two states and involve almost 19,000 temporary construction workers, 5,600 temporary assembly and checkout personnel, and 13,000 permanent military and civilian employees. Approximately 9,000 mi of new roads will be constructed as part of the project, all of which will be open to the public. Two permanent operating bases will be established creating large new employment centers which will cause a large migration to the area. Among other effects, this influx of people will cause large increases in the demand for transportation facilities including roads, railroads, and airports. This report is one of a series of technical reports which serve as backup documentation to the Environmental Impact Statement for the M-X project. It examines the impacts on traffic and transportation systems associated with the construction and operation of the M-X system. The Proposed Action and eight alternative system configurations are evaluated individually and the relative impacts of each are identified. This report addresses four main issues: the increase in accessibility within the region associated with construction of the project roads, the increases in traffic on existing roads associated with increases in population, the increased maintenance requirements for existing public roads due to increases in traffic, and the effect on railroad and airline service in the region. The primary emphasis of this report is on the impacts due to increases in traffic as it would be the most significant impact in the project construction area.

This report examines certain health-related issues as to whether construction activities related to M-X deployment would result in significant hazards to human health. The issues addressed were identified during scoping meetings (1980) and the public comment period (Spring 1981). The potential health hazard posed by ambient radiation, specifically resuspended fallout material from past nuclear testing and the decay of naturally occurring radium, is analysed in the first section. Potential health risks associated with exposure to fibrous forms of indigenous zeolite minerals are examined in Section II. The risk associated with human exposure to spores of Coccidioides immitis, a fungus which is endemic to the potential M-X deployment area, is analysed in the third section. Recommendations and specific mitigative measures presented reflect a commitment to protect the health of both M-X and non-M-X populations from identifiable risks associated with M-X deployment. The public finance analysis methodology used in this environmental technical report was designed to inform the decisionmaker of relative public finance impacts which could occur should the M-X system be deployed under the different alternatives. The level of detail of this methodology is sufficient for supporting the site selection and land withdrawal decision.
