Depopulation, Deindustrialisation and Disasters are three of the biggest problems facing Japan today. This book discusses how sustainable communities are being created in Japan in an attempt to overcome the threat of the triple Ds . Since the end of World War II, Japan has not sought to remilitarize, and its postwar constitution commits to renouncing aggressive warfare. Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan’s reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan’s Aging Peace demonstrates how changing perceptions of security across generations have culminated in a culture of antimilitarism that constrains the government’s efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of “multiple militarisms,” which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Le highlights how factors that are not typically linked to security policy, such as aging and declining populations and gender inequality, have played crucial roles. He contends that the case of Japan challenges the presumption in international relations scholarship that states must pursue the use of force or be punished, showing how widespread normative beliefs have restrained Japanese policy makers. Drawing on interviews with policy makers, military personnel, atomic bomb survivors, museum coordinators, grassroots activists, and other stakeholders, as well as analysis of peace museums and social movements, Japan’s Aging Peace provides new insights for scholars of Asian politics, international relations, and Japanese foreign policy.

The aim of this publication is to look in depth at depopulation - a trend that is affecting an increasing number of cities worldwide. It has recently become a critical issue with a range of detrimental social, economic, spatial, and financial consequences. However, attempts by central and local governments to combat depopulation have yet to yield satisfactory results. Compelling evidence suggests that one of the reasons for this state of affairs is that the role of local (urban) leadership in devising solutions, mobilizing resources, and creating networks to address the problem has been underestimated. Moreover, according to the authors of this monograph, there is a significant positive correlation between urban leadership and the ability to effectively respond to and counteract the negative effects of depopulation. Without an understanding of the impact of urban leadership on the ability to address the negative consequences of urban depopulation, it is impossible to pursue effective public policies in this regard. This book presents a novel approach to explaining the ability of cities to combat depopulation through the prism of urban leadership quality. It compares domestic empirical research findings with international case studies, and offers a comprehensive review of valuable practices to counter urban shrinkage and depopulation, from both academic and practical perspectives. Further, the book provides a new interpretation of the processes associated with these trends. The magnitude of the phenomenon in question, the negative spatial, economic, and social consequences, as well as the relatively low effectiveness of policies aimed at its mitigation, will make this book an invaluable guide for researchers, and students from a wide range of disciplines including urban studies, economics, public management, leadership studies, local government, climate change and energy transition and urban movements. This book examines the progression of real estate development within the deindustrialization-financialization nexus. It explores the roles it has in semi-peripheral contexts such as Romania, where it overlaps with the process of the transformation of state socialism into neoliberal capitalism, viewed at the intersection of global, national, and local forces. The book focuses on real estate development in Romania as a product and a driver of capitalism. It contributes to ongoing debates in critical urban theories and Marxist perspectives in urban sociology. Focusing on the under-researched East European region, it decenters social research and fine-tunes the political economy theory about state and economic restructuring. The book contains methodological and theoretical insights that are useful in other contexts beyond Romania and Central and Eastern Europe, especially in other (semi)peripheral emerging markets. In recent years there has been a growing focus on urban and environmental studies, and the skills and techniques needed to address the wider challenges of how to create sustainable communities. Central to that demand is the increasing urgency of addressing the issue of urban decline, and the response has almost always been to pursue growth policies to attempt to reverse that decline. The track record of growth policies has been mixed at best. Until the first decade of the twenty-first century decline was assumed to be an issue only for former industrial cities – the so-called Rust Belt. But the sudden reversal in growth in the major cities of the American Sunbelt has shown that urban decline can be a much wider issue. Justin Hollander’s research into urban decline in both the Sun and Rust Belts draws lessons planners and policy makers that can be applied universally. Hollander addresses the reasons and statistics behind these "shrinking cities" with a positive outlook, arguing that growth for growth’s sake is not beneficial for communities, suggesting instead that urban development could be achieved through shrinkage. Case studies on Phoenix, Flint, Orlando and Fresno support the argument, and Hollander delves into the numbers, literature and individual lives affected and how they have changed in response to the declining regions.
