Vor einigen Jahrzehnten, zur damaligen NS-Zeit, wurde diese Thematik noch ganz anders in der Gesellschaft betrachtet. Der Wert eines eingeschränkten Menschen, egal ob körperlich oder geistig, war zu dieser Zeit nicht existent. Wie also konnte dieser enorme gesellschaftliche Wandel stattfinden und was waren seine Gründe? Wie könnten die schon bestehenden Werte und Rechte von Hunderttausenden von Menschen mit Behinderungen durch die Macht einer Person so massiv vernichtet werden? Was hat man in der nationalsozialistischen Zeit unter dem Begriff „Behinderung“ verstanden und wie ist er heute definiert? Zuerst ist es jedoch wichtig zu wissen, was man überhaupt unter den Begriffen Werte, Normen und Abweichungen versteht. Außerdem gilt es zu klären. Ob man heute davon sprechen kann, dass Menschen mit Behinderung zu einer Norm in der Gesellschaft geworden sind oder ob diese immer noch als „Abweichung“ betrachtet werden. In dieser Arbeit wird ebenfalls auf den Wandel der gesetzlichen Regelungen für eingeschränkte Menschen eingegangen und inwiefern sich die Bildungsmöglichkeiten und Fördermöglichkeiten verändert haben. Diese Arbeit ist in einem Zeitstrahl aufgebaut und vergleicht mitunter die Werte und Normen von Menschen mit Behinderungen in der nationalsozialistischen Zeit mit denen der heutigen Zeit. Eine Gesellschaft funktioniert zu einem großen Teil nach spezifischen Wertvorstellungen und Normen. Diese bilden eine unverzichtbare Grundlage für die Ordnung im sozialen Zusammenleben. Als Normen bezeichnet man situationsbezogene Verhaltensregeln, die das jeweils zulässige und erwünschte Verhalten zum Ziel haben. Die Einhaltung der Normen ist verbindlich, wird sanktioniert oder belohnt. Wie der Begriff bereits sagt, begründen Normen die „Normalität“, also das bevorzugte Muster. Eine Einschätzung von ‚Normalität‘ und ‚Nicht- Normalität‘ braucht daher immer eine Bezugsgröße, eine Norm. Was unter Normalität im Hinblick auf den Menschen zu verstehen ist, welche Abweichungen toleriert werden und welche Konsequenzen im Einzelnen daraus zu ziehen sind, ist abhängig von soziokulturell geprägten Wertvorstellungen. Soziale Normen lassen sich somit auf Vorstellungen darüber zurückführen, was von der überwiegenden Mehrheit der Gesellschaft für richtig und erstrebenswert gehalten wird.
